Job Overview:
The Associate Procurement Officer will work under the direct supervision of the Procurement Officer or Assistant Procurement Officer. This role is crucial for ensuring that procurement processes are managed efficiently and effectively. The officer will be responsible for managing shopping carts, monitoring procurement cases, processing tender documents, and ensuring timely vendor payments. The position requires a proactive approach to tracking procurement activities and maintaining communication with stakeholders. The officer will also assist in lease negotiations and document archiving, ensuring that all procurement-related documentation is organized and accessible. Overall, the role emphasizes procurement coordination, vendor management, financial processing, and documentation management, contributing to the smooth operation of procurement activities within UNAMA.

Duties and Responsibilities:
  • Shopping Cart (SC) Management: Track and maintain a system for shopping carts to ensure accurate logging, processing, and tracking of purchases based on established timelines.
  • Status Update of Cases: Monitor the status of procurement cases and keep all relevant stakeholders informed of updates.
  • Tender Opening Committee (TOC) and Technical Evaluation Reports: Track requests related to the TOC and ensure timely processing of technical evaluation reports by stakeholders.
  • Vendor Delivery and Payment Monitoring: Monitor vendor deliveries and ensure timely payment processing for goods and services.
  • Monitoring Reports: Retrieve and review monitoring reports such as Supply Chain Tracker (SCT) to ensure procurement processes are proceeding as planned.
  • Tender Document Processing: Process tender documents and prepare commercial evaluations and Best Value for Money (BVM) analysis to support procurement decisions.
  • Payment Methods and Vendor Banking Information: Coordinate payment methods with vendors, ensuring correct banking details are on file, and liaise with relevant units for payment processing.
  • Assisting in Lease Negotiations: Support the negotiation process with landowners for leases in Kabul and regional areas.
  • Document Archiving: Archive procurement documents, purchase orders, contracts, and other essential paperwork, ensuring proper record-keeping for future retrieval. 1

Required Qualifications:
The ideal candidate should possess strong organizational skills, attention to detail, and the ability to manage multiple tasks simultaneously. Proficiency in procurement processes and vendor management is essential. The candidate should demonstrate integrity, accountability, adaptability, and professionalism in their work. Strong communication skills are necessary for effective collaboration with stakeholders and vendors. The ability to work independently and as part of a team is also important.

Educational Background:
A bachelor's degree in business administration, procurement, supply chain management, or a related field is required. Additional certifications in procurement or supply chain management would be advantageous.

Experience:
Candidates should have a minimum of 2-3 years of relevant experience in procurement, supply chain management, or a related field. Experience working in an international organization or in a challenging environment is preferred. Familiarity with UN procurement policies and procedures would be a significant asset.

Languages:
Fluency in English is mandatory. Knowledge of local languages such as Dari or Pashto would be considered an advantage, as it would facilitate communication with local vendors and stakeholders.

Additional Notes:
The contract duration is subject to availability of funding, operational necessity, and satisfactory performance, with no expectation of renewal. The position is based in Kabul, and travel to the duty station may be required. A Settling-In-Grant will be provided if the duty station is not within commuting distance from the place of recruitment. The Volunteer Living Allowance is provided monthly to cover housing, utilities, and normal living expenses. Life, health, and permanent disability insurance are included, along with final repatriation if applicable. In non-family duty stations classified as hardship categories D or E, a Well-Being Differential (WBD) will be provided monthly.
