Job Overview:
The NDC Implementation Specialist will play a crucial role in supporting the Government of Mexico in the development and implementation of the Nationally Determined Contributions (NDC) under the Paris Agreement. This position is part of a team that will assess national progress towards climate goals, identify barriers to effective climate action, and advocate for ambitious NDCs. The specialist will be responsible for analyzing economic barriers, developing innovative financial models, and facilitating the mobilization of resources for climate action. The role requires collaboration with various stakeholders, including government agencies, private sector actors, and vulnerable communities, to ensure a comprehensive approach to climate resilience and sustainable development.

Duties and Responsibilities:
  • Conduct analysis of economic, financial, and budgetary barriers to the implementation of NDC 3.
  • Develop innovative economic models to mobilize public and private resources for NDC implementation.
  • Support the senior specialist in incorporating economic models into the NDC implementation roadmap.
  • Analyze existing carbon pricing instruments in Mexico and propose harmonization strategies.
  • Identify fiscal policy opportunities to redirect incentives towards a green economy.
  • Assist in designing and implementing a National Compensation Program to certify emission reductions from priority projects.
  • Design financial vehicles to channel funds towards priority projects in compliance with the NDC.
  • Develop proposals to integrate social carbon pricing into public investment project evaluations.
  • Support the design of a monitoring system for tracking resource mobilization for NDC implementation. 1
  • Collaborate with international cooperation units to identify funding opportunities for priority projects. 1
  • Prepare technical inputs and reports on resource mobilization for NDC implementation. 1
  • Collaborate in estimating costs of NDC measures and drafting relevant sections of NDC 3.0.

Required Qualifications:
  • Minimum of 7 years of relevant experience in financial analysis and resource mobilization (with secondary education) or 4 years (with a bachelor's degree).
  • At least 5 years of experience in designing economic instruments for environmental policy.
  • In-depth knowledge of carbon pricing instruments in Mexico.
  • Experience in developing financial models and economic instruments for climate policy implementation.
  • Knowledge of relevant fiscal policies and climate financing mechanisms.
  • Ability to conduct complex economic and financial analyses.
  • Excellent writing skills.

Educational Background:
  • Secondary education or a bachelor's degree in Economics, Finance, or Public Administration.
  • A master's degree in the mentioned fields is desirable.

Experience:
The position requires a minimum of 7 years of relevant experience in financial analysis and resource mobilization for candidates with secondary education, or a minimum of 4 years for those with a bachelor's degree. Experience should preferably be in sustainable development and climate action.

Languages:
Fluency in English and Spanish is required for this position.

Additional Notes:
This position is supervised by the Specialist for Mitigation and Adaptation Actions for the third update of Mexico's NDC and the National Officer of the Environment, Energy, and Resilience Programme. The role is part of a team working closely with the Government of Mexico and requires collaboration with various stakeholders. The position may involve travel and engagement with international partners.
