Job Overview: The IC Consultant for Innovation and Talent Development will play a crucial role in advancing Serbia's innovation ecosystem. This position involves providing expert support to both international and national projects aimed at fostering startups, strengthening research institutions, and developing a skilled workforce through career development programs targeted at young talents. The consultant will work closely with the Ministry of Science, Technological Development and Innovation to address challenges and promote an innovation-driven economy. The role requires monitoring and enhancing various initiatives, reconnecting with Serbia's skilled diaspora, and diversifying the workforce to create sustainable legal, economic, and social models. The consultant will be expected to contribute to enhancing diaspora engagement, attracting foreign talent, and ultimately supporting social and economic growth in Serbia.
Duties and Responsibilities:
Provide expert advice and support to the Ministry of Science, Technological Development and Innovation on innovation-related projects.
Monitor and evaluate the progress of international and national initiatives aimed at fostering innovation and talent development.
Collaborate with stakeholders, including government agencies, research institutions, and private sector partners, to enhance the innovation ecosystem in Serbia.
Develop and implement strategies to strengthen research institutions and support startups.
Design and facilitate career development programs for young talents to enhance their skills and employability.
Engage with the Serbian diaspora to leverage their expertise and resources for the benefit of the local innovation landscape.
Conduct research and analysis to identify best practices and innovative solutions that can be applied in Serbia.
Prepare reports and presentations to communicate findings and recommendations to stakeholders.
Participate in workshops, conferences, and other events to promote the project and its objectives. 1
Ensure compliance with UNDP policies and procedures throughout the assignment.
Required Qualifications:
Proven expertise in innovation management, talent development, and project implementation.
Strong understanding of the innovation ecosystem in Serbia and the challenges it faces.
Experience working with government agencies, research institutions, and the private sector.
Excellent analytical and problem-solving skills.
Strong communication and interpersonal skills, with the ability to engage and collaborate with diverse stakeholders.
Ability to work independently and as part of a team in a fast-paced environment.
Familiarity with international best practices in innovation and talent development.
Educational Background: A Master's degree in a relevant field such as Innovation Management, Business Administration, Public Policy, or a related discipline is required. A Ph.D. or equivalent advanced degree is preferred and may be considered an asset.
Experience: A minimum of 5 years of relevant professional experience in innovation management, talent development, or related fields is required. Experience working with international organizations or in a consulting capacity is highly desirable. Proven track record of successfully managing projects and engaging with stakeholders is essential.
Languages: Fluency in English is mandatory. Proficiency in Serbian is highly desirable. Knowledge of additional languages relevant to the region may be considered an asset.

This position is classified as an individual contractor role, and the consultant will be expected to work on a full-time basis. The consultant will be required to submit proposals through the UNDP supplier portal, and any clarifications regarding the tender must be communicated through the portal's messaging functionality. Compensation and benefits will be discussed upon selection.
