Job Overview: The consultancy position is aimed at providing technical assistance and recommendations to ensure compliance with the Kigali Amendment to the Montreal Protocol. This involves working closely with stakeholders to assess current practices, identify gaps, and propose actionable strategies that align with international environmental standards. The consultant will be expected to leverage their expertise in environmental policy and technical knowledge to facilitate discussions, workshops, and training sessions that promote understanding and implementation of the Kigali Amendment. The assignment is set to take place from March 2025 to May 1, 2025, with a total of up to 20 working days allocated for the consultancy. The consultant will play a crucial role in enhancing the capacity of local entities to meet their obligations under the Montreal Protocol, thereby contributing to global efforts in combating climate change and protecting the ozone layer.
Duties and Responsibilities:
Conduct a comprehensive assessment of the current practices related to the Kigali Amendment in Bosnia and Herzegovina.
Develop a detailed report outlining the findings of the assessment, including strengths, weaknesses, opportunities, and threats.
Provide technical recommendations for aligning national policies with the Kigali Amendment.
Facilitate workshops and training sessions for stakeholders to enhance their understanding of the Kigali Amendment and its implications.
Collaborate with local authorities and organizations to develop an action plan for implementation of the recommendations.
Monitor and evaluate the progress of the implementation of the action plan, providing ongoing support and adjustments as necessary.
Prepare and submit a final report summarizing the consultancy activities, outcomes, and recommendations for future actions.
Required Qualifications:
Advanced degree in environmental science, policy, or a related field.
Proven experience in providing technical assistance on environmental policies, particularly related to international agreements such as the Montreal Protocol.
Strong analytical skills and the ability to synthesize complex information into actionable recommendations.
Excellent communication and facilitation skills, with experience in conducting workshops and training sessions.
Familiarity with the environmental context of Bosnia and Herzegovina and the challenges related to ozone-depleting substances.
Educational Background: A Master's degree or higher in environmental science, environmental policy, international relations, or a related field is required. Additional certifications or training related to environmental management or international treaties would be advantageous.
Experience: A minimum of 5 years of relevant professional experience in environmental consultancy, policy development, or project management related to international environmental agreements. Experience working with UN agencies or similar organizations is highly desirable. Proven track record of successful project implementation and stakeholder engagement is essential.
Languages: Fluency in English is mandatory. Proficiency in Bosnian, Croatian, or Serbian is considered an asset, as it will facilitate communication with local stakeholders and enhance the effectiveness of the consultancy.
