Job Overview:
The Capacity building and development consultant will play a crucial role in enhancing the capabilities of local institutions in Mongolia. This position involves conducting a comprehensive assessment of the capacity needs of various stakeholders, which will inform the development of a tailored capacity building strategy or plan. The consultant will also contribute to the preparation of the 7th National Report, ensuring that the findings and recommendations from the capacity assessment are effectively integrated into national development strategies. The assignment is expected to span over a period of 50 working days within a 9-month timeframe, allowing for thorough engagement with local partners and stakeholders to ensure the successful implementation of capacity building initiatives.

Duties and Responsibilities:
  • Conduct a comprehensive capacity needs assessment to identify gaps and opportunities for development among local institutions.
  • Develop a capacity building strategy or plan that addresses the identified needs and aligns with national priorities.
  • Collaborate with relevant stakeholders, including government agencies, civil society organizations, and community groups, to ensure a participatory approach to capacity development.
  • Contribute to the drafting of the 7th National Report, incorporating insights from the capacity assessment and proposed strategies.
  • Provide recommendations for the implementation of capacity building initiatives, including training programs, workshops, and resource allocation.
  • Monitor and evaluate the effectiveness of capacity building efforts, making adjustments as necessary to improve outcomes.
  • Prepare and submit progress reports to UNDP, detailing activities undertaken, challenges faced, and results achieved.

Required Qualifications:
  • Proven experience in capacity building and development consulting, particularly in the context of national development strategies.
  • Strong analytical skills with the ability to assess organizational needs and develop effective strategies.
  • Excellent communication and interpersonal skills, with a demonstrated ability to work collaboratively with diverse stakeholders.
  • Familiarity with UNDP's mission and operations, as well as knowledge of the socio-economic context in Mongolia.
  • Proficiency in project management and evaluation methodologies.

Educational Background:
A master's degree in a relevant field such as international development, public administration, social sciences, or a related discipline is required. Additional certifications in capacity building or organizational development will be considered an asset.

Experience:
A minimum of 5 years of relevant professional experience in capacity building, organizational development, or related fields is required. Experience working with international organizations, particularly in the context of UNDP projects, is highly desirable. Proven track record of successfully implementing capacity development initiatives in similar contexts will be an advantage.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Mongolian is highly desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of the capacity building initiatives. Knowledge of additional languages relevant to the region may be considered an asset.

Additional Notes:
The contract duration for this consultancy is for 50 working days spread over a period of 9 months. This position is classified as an individual contractor role, and candidates are expected to submit their proposals directly through the UNDP supplier portal. The consultant will work remotely but may be required to travel within Mongolia for stakeholder engagement and assessment activities. Compensation will be commensurate with experience and in line with UNDP's remuneration policies.
