Job Overview: This position involves providing consultancy services aimed at strengthening the Family Commissions in Colombia. The consultant will focus on enhancing the action of protection, guiding principles, and due process to promote comprehensive care for vulnerable populations, particularly children and families. The consultant will be expected to engage with various stakeholders, including government entities and civil society organizations, to ensure effective implementation of strategies that support the rights of vulnerable groups. The assignment is set for a period of three months, during which the consultant will conduct assessments, develop recommendations, and support the capacity-building of Family Commissions.
Duties and Responsibilities: The consultant will be responsible for the following duties:
Conduct a comprehensive assessment of the current functioning of Family Commissions in Colombia, identifying strengths and areas for improvement.
Develop a strategic plan to enhance the capacity of Family Commissions in protecting the rights of children and families.
Provide training and workshops for Family Commission staff on legal frameworks, protection principles, and best practices in family law.
Collaborate with local authorities and NGOs to promote awareness and understanding of family rights and child protection issues.
Prepare detailed reports and documentation of findings, recommendations, and training outcomes.
Ensure that all activities align with UNDP’s mission and the specific needs of the Colombian context.
Required Qualifications: Candidates must possess a Professional Law Degree with a valid professional card. Additionally, a specialization or master's degree in fields such as child and family rights, social policy, human rights, constitutional law, political science, or public administration is required. The consultant should have a strong background in legal advocacy, particularly in defending the rights of vulnerable populations, and experience in litigation or roles that involve defending these rights within Family Commissions. Academic publications related to family, childhood, and adolescence are also required to demonstrate expertise in the field.
Educational Background: The educational background required for this position includes a Professional Law Degree, which must be complemented by either a specialization or a master's degree in relevant areas such as child and family rights, social policy, human rights, constitutional law, political science, or public administration. This educational foundation is critical for understanding the legal and social frameworks that govern family rights and child protection in Colombia.
Experience: Candidates should have a minimum of four years of experience in defending the rights of vulnerable populations, which may include roles in litigation or positions within Family Commissions. Alternatively, candidates may qualify with at least four years of experience as a university lecturer in law or political science. This experience is essential for ensuring that the consultant can effectively engage with legal and social issues pertaining to family rights.
Languages: Fluency in Spanish is mandatory for this position, as all communications and documentation will be conducted in this language. Proficiency in additional languages may be considered an asset but is not required for this role.
