Job Overview: The position involves consulting for the development of regulations concerning sanctions, enforcement measures, and corrections derived from the Electoral Procedural Law of Honduras. The consultant will play a crucial role in strengthening the electoral system by providing expert advice and developing comprehensive regulations that align with the legal framework. The assignment is expected to last for one month from the date of contract signing, and the consultant will be required to submit their proposal through the UNDP Quantum Supplier Portal before the specified deadline. The consultant will also need to engage with stakeholders and ensure that the developed regulations are practical and implementable within the context of the Honduran electoral system.
Duties and Responsibilities:
Conduct a thorough analysis of the current electoral laws and regulations in Honduras to identify gaps and areas for improvement.
Develop a draft of the regulations concerning sanctions, enforcement measures, and corrections, ensuring compliance with the Electoral Procedural Law.
Collaborate with UNDP and relevant stakeholders to gather input and feedback on the draft regulations.
Revise the draft based on stakeholder feedback and prepare a final version of the regulations.
Present the final regulations to UNDP and relevant authorities, providing explanations and justifications for the proposed measures.
Ensure that the developed regulations are aligned with international best practices and standards in electoral governance.
Provide technical support and recommendations for the implementation of the regulations once approved.
Prepare a final report summarizing the consultancy process, findings, and recommendations for future actions.
Required Qualifications:
Proven experience in electoral law, governance, or related fields.
Strong understanding of the electoral processes and legal frameworks in Honduras.
Excellent analytical and writing skills, with the ability to produce high-quality legal documents.
Experience working with international organizations, particularly in the context of electoral assistance.
Ability to work independently and manage time effectively to meet deadlines.
Strong communication and interpersonal skills to engage with various stakeholders.
Educational Background: A minimum of a Master's degree in Law, Political Science, Public Administration, or a related field is required. Additional certifications or training in electoral law or governance will be considered an asset.
Experience: At least 5 years of professional experience in electoral law, governance, or related consultancy roles is required. Experience working with UNDP or similar international organizations will be highly regarded. The candidate should demonstrate a track record of successfully developing legal frameworks or regulations in the electoral context.
Languages: Fluency in Spanish is mandatory, as all documentation and communication will be conducted in Spanish. Proficiency in English is considered an asset, especially for engaging with international stakeholders and accessing global best practices.
Additional Notes: The consultancy is expected to be conducted on a full-time basis for a duration of one month. The consultant will work remotely but may be required to attend meetings or workshops in person if necessary. The compensation will be based on the UNDP consultancy rates and will be discussed during the contract negotiation phase. The consultant must submit their proposal through the UNDP Quantum Supplier Portal, and no proposals will be accepted through other means.
