Job Overview: The position of National Consultant for Mosaic Evaluation and Technical Assistance in Burundi involves providing expert evaluation services and technical support to enhance the effectiveness of the Mosaic program. The consultant is expected to deliver high-quality reports and presentations that summarize findings and recommendations, contributing to the overall success of the program. The position also entails engaging with various stakeholders, including government officials, civil society organizations, and community members, to gather insights and feedback on the program's impact.
Duties and Responsibilities:
Conduct a comprehensive evaluation of the Mosaic program in Burundi, including data collection, analysis, and interpretation of results.
Develop evaluation frameworks and methodologies that align with UNDP standards and best practices.
Collaborate with UNDP staff and local partners to ensure the evaluation process is participatory and inclusive.
Prepare detailed evaluation reports that outline findings, conclusions, and actionable recommendations.
Present evaluation results to stakeholders, including UNDP management and local partners, to facilitate discussions on program improvements.
Provide technical assistance to enhance the capacity of local stakeholders in evaluation practices.
Ensure that all evaluation activities adhere to ethical standards and respect the confidentiality of participants.
Monitor and evaluate the implementation of recommendations and provide follow-up support as needed.
Required Qualifications:
Proven experience in conducting evaluations, particularly in the context of development programs.
Strong analytical skills and the ability to synthesize complex information into clear and actionable recommendations.
Excellent communication skills, both written and verbal, in French and English.
Familiarity with UNDP policies and procedures related to evaluation and procurement.
Ability to work collaboratively with diverse stakeholders and facilitate participatory processes.
Strong organizational skills and the ability to manage multiple tasks and deadlines effectively.
Educational Background: A master's degree in social sciences, development studies, evaluation, or a related field is required. Additional certifications in evaluation methodologies or project management would be an asset.
Experience: A minimum of 5 years of relevant experience in program evaluation, particularly in the context of international development. Experience working with UN agencies or similar organizations is highly desirable. Proven track record of successfully managing evaluation projects from inception to completion is essential.
Languages: Fluency in French is mandatory, and proficiency in English is highly desirable. Knowledge of local languages spoken in Burundi would be an advantage.
Additional Notes: This position is a consultancy role under the UNDP, and the contract duration will be specified upon selection.
