Job Overview:
The position involves delivering consultancy services focused on the coordination of workforce integration and capacity development activities across Turkey, specifically in cities such as Istanbul, Izmir, and Manisa. The consultant will be responsible for developing strategies and frameworks that enhance workforce integration and capacity building initiatives. This role requires a deep understanding of the local labor market, educational systems, and the socio-economic context of the regions involved. The consultant will work closely with local stakeholders, including government agencies, educational institutions, and community organizations, to ensure that the initiatives are aligned with national policies and local needs. The assignment is deliverable-based, meaning that the consultant will be expected to produce specific outputs within the defined timeframe, which spans from March 2025 to October 2025.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including:
  • Conducting a comprehensive assessment of the current workforce integration and capacity development landscape in the targeted regions.
  • Developing a strategic plan that outlines the objectives, activities, and expected outcomes of the workforce integration initiatives.
  • Collaborating with local stakeholders to identify training needs and gaps in the current workforce development programs.
  • Designing and implementing capacity-building workshops and training sessions for various target groups, including job seekers, employers, and educational institutions.
  • Monitoring and evaluating the effectiveness of the implemented strategies and making necessary adjustments based on feedback and results.
  • Preparing detailed reports and presentations to communicate findings and recommendations to UNDP and other stakeholders.
  • Ensuring that all activities are conducted in compliance with UNDP policies and procedures.

Required Qualifications:
Candidates must possess a strong background in workforce development, human resources, or a related field. A proven track record of successfully managing similar projects is essential. Additionally, candidates should demonstrate excellent analytical and problem-solving skills, as well as the ability to work collaboratively with diverse stakeholders. Strong communication and interpersonal skills are crucial for this role, as the consultant will be required to engage with various partners and present findings effectively. Familiarity with the socio-economic context of Turkey and experience working with international organizations will be considered an asset.

Educational Background:
A minimum of a Master's degree in Human Resources, Business Administration, Social Sciences, or a related field is required. Additional certifications in project management, workforce development, or capacity building will be advantageous. Candidates should have a solid understanding of labor market dynamics and educational systems, particularly within the Turkish context.

Experience:
The position requires a minimum of 5 years of relevant professional experience in workforce development, capacity building, or related consultancy roles. Experience working with international organizations, particularly in the context of UNDP or similar agencies, is highly desirable. Candidates should have a demonstrated ability to manage complex projects and deliver results within tight deadlines.

Languages:
Fluency in Turkish is mandatory, as the consultant will be working primarily in Turkey. Proficiency in English is also required, as it is the working language of UNDP. Knowledge of additional languages, particularly those spoken in the regions of Istanbul, Izmir, and Manisa, would be considered a plus.

This consultancy position is expected to be full-time from March 2025 to October 202
