Job Overview:
The position involves serving as a consultant for the evaluation of the results of the Sembrando Vida project, which is implemented in Belize, Cuba, and Guatemala. The consultant will be responsible for conducting an independent evaluation of the project's relevance, implementation, and outcomes. This includes analyzing management models, identifying effects on the beneficiary population, and documenting factors that contributed to or hindered the achievement of project objectives. The consultant is expected to formulate recommendations aimed at improving project management, effectiveness, and reach. The project is part of a broader initiative that includes the implementation of Sembrando Vida and Jóvenes Construyendo el Futuro projects in El Salvador, Honduras, and Guatemala, under the framework of the Comprehensive Development Plan (PDI) for these countries and southeastern Mexico. The estimated duration of the consultancy is five months, starting in March 2025 and concluding in August 202
  • The consultant will work remotely but may be required to attend up to five in-person meetings in Mexico City (CDMX) and travel to the project implementation communities in Belize, Cuba, and Guatemala during March and April 2025.

Duties and Responsibilities:
The consultant will be tasked with the following duties and responsibilities:
  • Conduct an independent evaluation of the Sembrando Vida project, focusing on its relevance, implementation, and results.
  • Analyze the management models used in the project and assess their effectiveness.
  • Identify and document the effects of the project on the beneficiary population.
  • Gather and analyze data from various sources to support the evaluation process.
  • Engage with stakeholders, including project beneficiaries, to gather qualitative insights.
  • Document factors that contributed to or hindered the achievement of project objectives.
  • Formulate actionable recommendations for improving project management and effectiveness.
  • Prepare and submit evaluation reports that detail findings, conclusions, and recommendations.
  • Participate in meetings with the project coordination-team" style="border-bottom: 1px dotted #007bff !important;">coordination team and other stakeholders as required. 1
  • Ensure compliance with UNDP guidelines and standards throughout the evaluation process.

Required Qualifications:
The ideal candidate for this consultancy position should possess the following qualifications:
  • Proven experience in conducting evaluations of development projects, particularly in the areas of agriculture, rural development, or social programs.
  • Strong analytical skills and the ability to synthesize complex information into clear and actionable recommendations.
  • Excellent communication skills, both written and verbal, in order to effectively engage with stakeholders and present findings.
  • Familiarity with UNDP policies and procedures, particularly in relation to project evaluation and management.
  • Ability to work independently and manage time effectively to meet deadlines.
  • Strong interpersonal skills and the ability to work collaboratively with diverse teams and stakeholders.

Educational Background:
Candidates should have a minimum of a master's degree in a relevant field such as social sciences, development studies, public policy, or a related discipline. A PhD in a relevant area would be an advantage. Additional certifications in project management or evaluation methodologies would also be beneficial.

Experience:
The position requires a minimum of 5 years of relevant professional experience in project evaluation, particularly in the context of international development. Experience working with UN agencies or similar organizations is highly desirable. The candidate should have a track record of successfully conducting evaluations and producing high-quality reports.

Languages:
Fluency in Spanish is mandatory, as the evaluation will involve working with Spanish-speaking stakeholders in Belize, Cuba, and Guatemala. Proficiency in English is also required, as reports and communications may need to be conducted in English. Knowledge of additional languages relevant to the project areas would be considered an asset.

Additional Notes:
This consultancy position is part-time and will be conducted remotely, with the possibility of in-person meetings in Mexico City. The consultant will be compensated based on the delivery and acceptance of products according to the payment schedule outlined in the contract. Travel expenses for field visits to Belize, Cuba, and Guatemala will be covered by the project in accordance with UNDP rules.
