Job Overview:
The Senior Consultant for Assessment of Anticorruption Measures in Health Institutions will be responsible for evaluating and providing recommendations on the effectiveness of anticorruption measures within health institutions in Montenegro. This role requires a deep understanding of both the healthcare sector and the mechanisms of corruption that can undermine health services. The consultant will work closely with local stakeholders, including government officials, healthcare providers, and civil society organizations, to assess current practices and propose actionable strategies to enhance transparency and accountability in health institutions. The assignment is set to take place from March 1, 2025, to October 15, 2025, encompassing a total of 70 consultancy days. The consultant is expected to deliver a comprehensive report detailing findings and recommendations based on the assessment.

Duties and Responsibilities:
  • Conduct a thorough assessment of existing anticorruption measures in health institutions in Montenegro.
  • Engage with stakeholders to gather insights and data regarding current practices and challenges.
  • Analyze the effectiveness of current policies and procedures aimed at preventing corruption in the health sector.
  • Develop a set of recommendations for improving anticorruption measures based on best practices and international standards.
  • Prepare and present a detailed report of findings and recommendations to UNDP and relevant stakeholders.
  • Facilitate workshops or meetings to discuss findings and gather feedback from stakeholders.
  • Ensure that all work is conducted in accordance with UNDP’s ethical standards and guidelines.
  • Provide ongoing support and advice to stakeholders during the implementation of recommended measures.

Required Qualifications:
  • Proven expertise in anticorruption measures, particularly within the health sector.
  • Strong analytical skills and the ability to assess complex systems and processes.
  • Excellent communication skills, both written and verbal, with the ability to present findings clearly and effectively.
  • Experience working with governmental and non-governmental organizations in Montenegro or similar contexts.
  • Familiarity with international standards and best practices in health governance and anticorruption.

Educational Background:
A Master’s degree or higher in Public Health, Public Administration, Political Science, or a related field is required. Additional certifications or training in anticorruption, governance, or health policy would be advantageous.

Experience:
A minimum of 5 years of relevant professional experience in the field of anticorruption, governance, or health systems strengthening is required. Experience working with international organizations, particularly in consultancy roles, is highly desirable. Previous experience in Montenegro or the Balkan region will be considered an asset.

Languages:
Fluency in English is mandatory. Knowledge of Montenegrin or Serbian is highly desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of the assessment.

Additional Notes:
This position is a consultancy role with a contract duration from March 1, 2025, to October 15, 2025, totaling 70 consultancy days. The consultant will be expected to work flexibly and may need to travel within Montenegro as required. The position is part-time, and the consultant will be compensated based on the agreed consultancy rate. UNDP encourages applications from qualified individuals regardless of nationality.
