Job Overview:
The position involves supporting the Innovative Social Protection System for Inclusion of Vulnerable People (INSON) Project in Uzbekistan, which aims to improve access to and the quality of social services for vulnerable populations. The consultant will participate in the localization and development of training materials for Adaptive Social Protection (ASP), co-facilitate training sessions, and ensure the effective delivery of training programs. The role requires collaboration with international experts and local stakeholders to adapt training content to the specific context of Uzbekistan, focusing on climate change and social protection systems.

Duties and Responsibilities:
  • Localization and materials development: Participate in a comprehensive review of the ASP training package, support the development of training modules, and ensure the accuracy of translated materials.
  • Training delivery: Co-facilitate Training-of-Trainers (ToT) sessions, deliver roll-out trainings, and conduct evaluations to assess learning outcomes.
  • Reporting: Prepare detailed reports on training sessions, including participant profiles and recommendations for future training initiatives.
  • Collaborate with master trainers to ensure consistent training methodologies across regions and manage logistical arrangements for training sessions.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s preferred) in relevant fields such as social policy, economics, or climate adaptation. They should have at least 7 years of relevant experience in social protection or resilience programming, with strong facilitation skills and the ability to draft technical materials in Uzbek. Familiarity with Uzbekistan's social protection systems is essential, along with the ability to travel within the country for training purposes.

Educational Background:
An advanced university degree in social policy, economics, public administration, social sciences, climate adaptation, disaster risk reduction, or related fields is required. A Master's degree is preferred, indicating a higher level of expertise in the relevant areas.

Experience:
A minimum of 7 years of relevant experience in social protection and/or resilience programming is required. Candidates should have strong experience in facilitating trainings and workshops, particularly in interactive adult learning methods. Familiarity with Uzbekistan's systems and institutions is crucial for this role.

Languages:
Fluency in Uzbek is mandatory, with Russian strongly preferred and a working knowledge of English also preferred. This linguistic capability is essential for effective communication and training delivery in the local context.
