Job Overview: The position involves the preparation of draft legislation to govern the Belize National Statistical System (BNSS). This role is crucial as it aims to enhance the statistical framework within Belize, ensuring that data collection and analysis are conducted in a systematic and legally supported manner. The individual contractor will be responsible for creating comprehensive drafting notes that accompany the legislation, providing clarity and context to the proposed laws. The assignment is expected to span 20 working days over a period of 12 weeks, indicating a structured timeline for the completion of the tasks. The contractor will need to engage with various stakeholders to gather insights and ensure that the legislation meets the needs of the national statistical system.
Duties and Responsibilities:
Conduct a thorough analysis of the current statistical practices in Belize and identify gaps that need to be addressed through legislation.
Collaborate with relevant government agencies, stakeholders, and experts to gather input and feedback on the draft legislation.
Prepare a comprehensive draft of the legislation that governs the Belize National Statistical System, ensuring it aligns with international standards and best practices.
Develop drafting notes that explain the rationale behind the proposed legislation, including its objectives, scope, and implementation strategies.
Review and revise the draft legislation based on feedback received from stakeholders and ensure that it is legally sound.
Facilitate discussions and workshops to present the draft legislation and gather further insights from stakeholders.
Submit the final draft of the legislation and accompanying notes to UNDP for review and approval.
Ensure compliance with all relevant legal and procedural requirements throughout the drafting process.
Required Qualifications:
Proven experience in legislative drafting, particularly in the area of statistical legislation or related fields.
Strong understanding of statistical systems and practices, preferably within the context of Belize or similar countries.
Excellent analytical and research skills to assess current practices and identify necessary legal frameworks.
Ability to communicate effectively with a diverse range of stakeholders, including government officials, statisticians, and civil society representatives.
Strong writing skills, with the ability to produce clear and concise legal documents and explanatory notes.
Familiarity with international standards and best practices in statistical governance is an advantage.
Educational Background: A minimum of a Master’s degree in Law, Public Policy, Statistics, or a related field is required. Additional qualifications in areas related to governance, public administration, or international development would be beneficial.
Experience: At least 5 years of professional experience in legislative drafting or legal consultancy, with a focus on statistical or governance issues. Experience working with international organizations or government agencies in a similar capacity is highly desirable.
Languages: Fluency in English is mandatory, as all documentation and communication will be conducted in English. Knowledge of Spanish or other local languages would be considered an asset, as it may facilitate communication with a broader range of stakeholders.
Additional Notes: This position is classified as an individual contractor role, and the assignment is expected to be completed within a specified period of 12 weeks. The contractor will work remotely but may be required to attend meetings or workshops in Belize as necessary. The compensation will be determined based on the contractor's qualifications and experience, and it will be aligned with UNDP's procurement policies.
