Job Overview:
The position involves providing technical consultancy to identify legal alternatives for entities involved in territorial allocation schemes and land use regulations with an intercultural approach. The consultant will be expected to work closely with various stakeholders to develop and implement strategies that respect cultural diversity and promote equitable land use. This role is crucial in ensuring that legal frameworks are adapted to the needs of rural communities and that the implementation of land use regulations is carried out in a manner that is inclusive and respectful of local customs and practices. The consultant will also be responsible for conducting research and analysis to support the development of these legal alternatives, ensuring that they are viable and effective in addressing the challenges faced by rural populations.

Duties and Responsibilities:
  • Conduct a comprehensive analysis of existing legal frameworks related to land use and territorial allocation in Colombia.
  • Identify and propose legal alternatives that can be implemented by the involved entities, ensuring they are culturally sensitive and inclusive.
  • Collaborate with local communities, government agencies, and other stakeholders to gather input and feedback on proposed legal alternatives.
  • Develop detailed reports and presentations outlining findings, recommendations, and implementation strategies.
  • Facilitate workshops and training sessions to educate stakeholders on the proposed legal frameworks and their implications.
  • Monitor and evaluate the implementation of the proposed legal alternatives, providing ongoing support and adjustments as necessary.
  • Document best practices and lessons learned throughout the consultancy period to inform future initiatives.

Required Qualifications:
  • Professional degree in Law.
  • Postgraduate degree in Law or specialization in Administrative Management.
  • A minimum of 6 years of professional experience, with at least 4 years specifically related to the rural sector.
  • Proven knowledge of collective titling figures, interculturality, and territorial issues.
  • Experience working with peasant and/or ethnic communities is highly valued.
  • Participation in academic research projects will be considered an asset.

Educational Background:
Candidates must possess a professional degree in Law, complemented by a postgraduate degree in either Law or Administrative Management. This educational background is essential to ensure that the consultant has the necessary legal knowledge and administrative skills to effectively navigate the complexities of land use regulations and territorial allocation.

Experience:
The position requires a minimum of 6 years of professional experience, with a specific emphasis on at least 4 years of experience in the rural sector. This experience should include a strong understanding of collective titling, intercultural dynamics, and territorial management. Candidates must demonstrate a track record of working with rural communities and addressing their legal needs, as well as experience in conducting research and analysis in relevant fields.

Languages:
Fluency in Spanish is mandatory for this position, as all communications and documentation will be conducted in this language. Proficiency in additional languages may be considered an asset but is not required.

The consultancy is expected to last for a period of four (4) months.
