Job Overview:
The position involves the expansion of the Belize National Statistical System (BNSS) Portal, which is a critical initiative aimed at enhancing the accessibility and usability of statistical data in Belize. The contractor will be responsible for developing and implementing strategies to improve the portal's functionality, ensuring that it meets the needs of users and stakeholders. This role requires a deep understanding of statistical systems and data management, as well as the ability to work collaboratively with various government and non-governmental organizations to promote the use of statistical data for informed decision-making. The assignment is expected to last for 40 days over a period of three months, from April to June, and will involve both technical and administrative tasks to ensure the successful expansion of the BNSS Portal.

Duties and Responsibilities:
  • Conduct a comprehensive assessment of the current BNSS Portal to identify areas for improvement and expansion.
  • Collaborate with stakeholders, including government agencies and data users, to gather requirements and feedback for the portal's enhancement.
  • Develop a detailed plan for the expansion of the BNSS Portal, including timelines, resources needed, and key milestones.
  • Implement technical improvements to the portal, ensuring that it is user-friendly and accessible to a wide range of users.
  • Provide training and support to users of the portal, helping them to navigate and utilize the system effectively.
  • Monitor and evaluate the performance of the portal post-expansion, making adjustments as necessary based on user feedback and data analytics.
  • Prepare reports and documentation outlining the progress of the project and any challenges encountered during the implementation phase.

Required Qualifications:
  • Proven experience in statistical data management and portal development.
  • Strong analytical skills with the ability to assess and interpret statistical data.
  • Excellent communication skills, both written and verbal, to effectively engage with stakeholders.
  • Familiarity with UNDP procurement processes and systems is an advantage.
  • Ability to work independently and manage time effectively to meet project deadlines.

Educational Background:
A bachelor's degree in statistics, data science, information technology, or a related field is required. A master's degree in a relevant discipline would be an advantage, particularly for roles involving complex data analysis and system development.

Experience:
A minimum of 5 years of relevant experience in statistical data management, portal development, or a related field is required. Experience working with government agencies or international organizations is highly desirable, as is familiarity with the statistical landscape in Belize.

Languages:
Fluency in English is mandatory, as all communications and documentation will be conducted in English. Knowledge of Spanish or other local languages would be considered an asset, enhancing communication with a broader range of stakeholders.

Additional Notes:
The contract duration for this position is 40 days over a period of three months, specifically from April to June. This is a full-time position, and the contractor will be expected to work closely with UNDP and other stakeholders throughout the assignment. Compensation details will be discussed during the negotiation phase, and the position is open to both national and international candidates.
