Job Overview:
The National Consultant for rapid Assessment of NDC on Climate Change will be responsible for conducting a thorough evaluation of the implementation of the Macedonian Enhanced Nationally Determined Contributions (NDC) on climate change. This role requires a deep understanding of climate policies and the ability to assess the effectiveness of current strategies in meeting national and international climate commitments. The consultant will work closely with various stakeholders, including government agencies, civil society organizations, and international partners, to gather data and insights that will inform the assessment. The assignment is expected to take place from February 2025 to March 2025, and the consultant will need to submit proposals directly through the UNDP procurement portal by the specified deadline.

Duties and Responsibilities:
  • Conduct a comprehensive assessment of the current status of the Macedonian Enhanced NDC on climate change, including progress made and challenges faced.
  • Engage with relevant stakeholders to gather qualitative and quantitative data regarding the implementation of NDC commitments.
  • Analyze the data collected to identify gaps and opportunities for improvement in the NDC implementation process.
  • Prepare a detailed report outlining findings, recommendations, and potential strategies for enhancing the effectiveness of the NDC.
  • Present the assessment results to key stakeholders and facilitate discussions on the way forward.
  • Ensure that all work is conducted in accordance with UNDP guidelines and standards, maintaining transparency and accountability throughout the process.

Required Qualifications:
  • Proven expertise in climate change policy and NDC implementation.
  • Strong analytical skills with the ability to synthesize complex information into clear and actionable recommendations.
  • Excellent communication and interpersonal skills, with experience in stakeholder engagement.
  • Familiarity with the UNDP procurement process and reporting requirements is an asset.
  • Ability to work independently and manage time effectively to meet deadlines.

Educational Background:
A Master's degree in Environmental Science, Climate Change, Public Policy, or a related field is required. Additional certifications or training in climate change assessment and policy analysis will be considered an advantage.

Experience:
A minimum of 5 years of professional experience in climate change policy analysis, environmental assessments, or related fields is required. Experience working with governmental and non-governmental organizations on climate-related projects is highly desirable. Previous experience with NDC assessments or similar assignments will be a significant asset.

Languages:
Fluency in English is mandatory. Proficiency in Macedonian or other local languages is highly desirable, as it will facilitate communication with local stakeholders and enhance the quality of the assessment.

Additional Notes:
This position is a short-term consultancy role with a contract duration from February 2025 to March 202
  • The consultant will be expected to work full-time during this period and may be required to travel within the country for stakeholder consultations. Compensation will be commensurate with experience and in line with UNDP standards.
