Job Overview:
The position involves delivering consultancy services focused on the coordination of workforce integration and capacity development activities across multiple cities in Turkey, specifically Adana, Ankara, Gaziantep, and Bursa. The consultant will be responsible for developing strategies and frameworks that enhance workforce integration and capacity building initiatives. This role requires a deep understanding of local labor markets, workforce dynamics, and the ability to engage with various stakeholders, including government agencies, NGOs, and community organizations. The consultant will also be expected to assess current workforce integration practices and recommend improvements to enhance effectiveness and sustainability. The assignment is deliverable-based, meaning that the consultant will be expected to produce specific outputs within the defined timeframe, which spans from March 2025 to October 2025.

Duties and Responsibilities:
  • Conduct a comprehensive assessment of the current workforce integration and capacity development landscape in the specified cities.
  • Develop a strategic plan for workforce integration that aligns with local and national development goals.
  • Facilitate workshops and training sessions for stakeholders to enhance their understanding of workforce integration practices.
  • Collaborate with local authorities and organizations to implement capacity development initiatives.
  • Monitor and evaluate the effectiveness of implemented strategies and provide recommendations for improvement.
  • Prepare detailed reports on findings, strategies, and outcomes of the consultancy services provided.
  • Engage with community members to gather insights and feedback on workforce integration efforts.
  • Ensure compliance with UNDP policies and procedures throughout the consultancy period.

Required Qualifications:
  • Proven experience in workforce development, capacity building, or related fields.
  • Strong analytical skills with the ability to assess complex situations and develop actionable strategies.
  • Excellent communication and interpersonal skills to engage with diverse stakeholders.
  • Familiarity with the socio-economic context of Turkey and its labor market dynamics.
  • Ability to work independently and manage multiple tasks effectively.
  • Proficiency in project management methodologies and tools.

Educational Background:
A master's degree in social sciences, human resources, public administration, or a related field is required. Additional certifications in project management or workforce development will be considered an asset.

Experience:
A minimum of 5 years of relevant professional experience in workforce integration, capacity development, or related consultancy roles is required. Experience working with international organizations or NGOs is highly desirable, particularly in the context of Turkey or similar regions.

Languages:
Fluency in Turkish is mandatory. Proficiency in English is also required, and knowledge of additional languages will be considered an advantage.

Additional Notes:
The consultancy is expected to be full-time from March 2025 to October 2025, with specific deliverables outlined in the contract. The position is open to both national and international candidates. Compensation will be based on UNDP's standard rates for individual contractors, and benefits may include travel allowances and other relevant expenses as per UNDP policies.
