Job Overview:
The position of International Consultant in Strategic Planning and Monitoring & Evaluation is aimed at recruiting an expert who will provide strategic guidance and support in the planning and evaluation processes within UNDP Senegal. The consultant will be responsible for developing frameworks and methodologies that enhance the effectiveness of programs and projects. This role requires a deep understanding of strategic planning principles, as well as the ability to assess and evaluate the impact of initiatives. The consultant will work closely with various stakeholders to ensure that the planning processes align with UNDP's goals and objectives, and will be expected to contribute to the overall strategic direction of the organization in Senegal.

Duties and Responsibilities:
  • Develop and implement strategic planning frameworks that align with UNDP's mission and objectives.
  • Conduct comprehensive evaluations of ongoing projects and programs to assess their effectiveness and impact.
  • Collaborate with UNDP staff and partners to gather data and insights necessary for informed decision-making.
  • Prepare detailed reports and presentations on findings and recommendations for improvement.
  • Facilitate workshops and training sessions to enhance the capacity of local staff in strategic planning and evaluation methodologies.
  • Monitor and track progress against strategic goals and objectives, providing regular updates to management.
  • Ensure that all planning and evaluation activities adhere to UNDP's policies and standards.
  • Engage with external stakeholders, including government agencies and civil society organizations, to foster collaboration and knowledge sharing.

Required Qualifications:
  • Proven experience in strategic planning and monitoring & evaluation in a development context.
  • Strong analytical skills with the ability to synthesize complex information into actionable insights.
  • Excellent communication and interpersonal skills, with the ability to work effectively in a multicultural environment.
  • Familiarity with UNDP's operational procedures and guidelines is an asset.
  • Proficiency in project management tools and methodologies.

Educational Background:
A Master's degree in a relevant field such as international development, public administration, or social sciences is required. Additional certifications in project management or evaluation methodologies would be advantageous.

Experience:
A minimum of 5 years of professional experience in strategic planning and evaluation, preferably within the context of international development or UN agencies. Experience working in Senegal or similar contexts is highly desirable.

Languages:
Fluency in French is mandatory, as it is the primary language of communication in Senegal. Proficiency in English is also required, and knowledge of other local languages would be considered an asset.

Additional Notes:
This position is for an individual contractor and is expected to commence in March 202
  • The consultant will be required to submit their proposals through the UNDP supplier portal by the specified deadline. The role is full-time and may involve travel within Senegal as necessary. Compensation will be commensurate with experience and qualifications.
