Job Overview: The position of Consultant to support the Program for Suppression of Informal Economy in Montenegro involves providing expert assistance to the Ministry of Finance of Montenegro. The consultant will be responsible for preparing the annual report for 2024, which will detail the implementation of activities from the Program for Suppression of Informal Economy for the period of 2024-202
This role requires a deep understanding of the informal economy's dynamics in Montenegro and the ability to analyze and report on the effectiveness of the implemented strategies. The consultant will work closely with government officials and stakeholders to gather data, assess progress, and provide recommendations for future actions. The assignment is expected to span from February 28, 2025, to March 31, 2025, encompassing a total of 15 consultancy days.
Duties and Responsibilities: The consultant will be tasked with several key responsibilities, including:
Collaborating with the Ministry of Finance to gather relevant data and information regarding the informal economy in Montenegro.
Analyzing the collected data to assess the impact of the Program for Suppression of Informal Economy.
Drafting the annual report for 2024, ensuring it meets the required standards and guidelines set by UNDP.
Providing recommendations based on the analysis to improve the effectiveness of the program.
Engaging with stakeholders to validate findings and gather additional insights.
Presenting the final report to the Ministry of Finance and other relevant parties.
Ensuring compliance with UNDP's procurement and reporting standards throughout the assignment.
Required Qualifications: Candidates must possess a strong background in economics, public policy, or a related field. They should have proven experience in conducting research and analysis related to the informal economy. Familiarity with UNDP's operational procedures and guidelines is highly desirable. Additionally, candidates should demonstrate excellent communication skills, both written and verbal, and the ability to work collaboratively with government officials and other stakeholders.
Educational Background: A minimum of a Master's degree in Economics, Public Policy, Social Sciences, or a related field is required. Candidates with a PhD or equivalent experience in relevant areas will be given preference. Relevant certifications or training in project management or economic analysis will be considered an asset.
Experience: The ideal candidate should have at least 5 years of professional experience in economic analysis, public policy, or a related field, with a specific focus on the informal economy. Experience working with governmental organizations or international development agencies is highly advantageous. Proven track record of preparing analytical reports and engaging with stakeholders is essential.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Montenegrin or Serbian is considered an asset, as it will facilitate communication with local stakeholders and enhance the quality of the report.
Additional Notes: This consultancy position is part-time, with a total of 15 consultancy days spread over the assignment period.
