Job Overview: The position of National Consultant for the Mid-term Evaluation of ‘Aguka’ and Final Evaluation of the Joint Youth Programme involves conducting evaluations to assess the effectiveness and impact of the programs. The consultant will be responsible for analyzing the progress made towards the objectives of the ‘Aguka’ initiative and the Joint Youth Programme, providing insights and recommendations for future actions. This role requires a deep understanding of evaluation methodologies and the ability to engage with various stakeholders, including youth participants, program implementers, and government officials. The consultant will work closely with UNDP to ensure that the evaluations are aligned with the organization's standards and expectations, contributing to the overall improvement of youth programs in Rwanda.
Duties and Responsibilities: The consultant will be tasked with the following duties and responsibilities:
Develop a comprehensive evaluation framework that outlines the objectives, methodologies, and key performance indicators for the evaluations.
Conduct qualitative and quantitative data collection through surveys, interviews, and focus group discussions with stakeholders involved in the ‘Aguka’ initiative and the Joint Youth Programme.
Analyze the collected data to assess the effectiveness, efficiency, and impact of the programs.
Prepare detailed evaluation reports that summarize findings, conclusions, and actionable recommendations for program improvement.
Present evaluation results to UNDP and other stakeholders, facilitating discussions on the implications of the findings.
Ensure that the evaluation process is participatory, involving relevant stakeholders throughout the evaluation stages.
Adhere to ethical standards and guidelines in conducting evaluations, ensuring confidentiality and respect for participants.
Required Qualifications: The ideal candidate must possess the following qualifications:
Proven experience in conducting evaluations, particularly in the context of youth programs or development initiatives.
Strong analytical skills with the ability to interpret complex data and translate findings into actionable recommendations.
Excellent communication skills, both written and verbal, with the ability to present findings clearly and effectively to diverse audiences.
Familiarity with evaluation methodologies and tools, including both qualitative and quantitative approaches.
Knowledge of the socio-economic context of Rwanda and the challenges faced by youth in the region.
Ability to work independently and manage time effectively to meet deadlines.
Educational Background: A Master's degree in social sciences, development studies, evaluation, or a related field is required. Additional certifications in monitoring and evaluation would be an advantage.
Experience: Candidates should have a minimum of 5 years of relevant experience in conducting evaluations, particularly in the field of youth development or social programs. Experience working with UN agencies or similar organizations is highly desirable.
Languages: Fluency in English is mandatory. Knowledge of Kinyarwanda or French would be an asset, as it would facilitate communication with local stakeholders and participants.
Additional Notes: The assignment is expected to last for a period of 60 days. This is a consultancy position, and the consultant will work on a contract basis. The position is open to both national and international candidates. Compensation will be based on the consultant's experience and qualifications, and benefits may include travel allowances if applicable.
