Job Overview:
The position involves providing policy review and technical assistance aimed at fostering a conducive policy and regulatory environment for data-driven lending, specifically digital credit, in Uganda. The contractor will be expected to analyze existing policies, identify gaps, and recommend improvements to enhance responsible market conduct. This role is crucial in ensuring that digital credit services are accessible, fair, and beneficial to the target population. The contractor will work closely with various stakeholders, including government agencies, financial institutions, and community organizations, to facilitate discussions and gather insights that will inform policy recommendations. The assignment is expected to last for a total of 60 working days, during which the contractor will engage in extensive research, stakeholder consultations, and the drafting of policy documents.

Duties and Responsibilities:
  • Conduct a comprehensive review of existing policies and regulations related to digital credit in Uganda.
  • Identify gaps and challenges in the current policy framework that hinder responsible lending practices.
  • Engage with stakeholders, including government officials, financial service providers, and consumer advocacy groups, to gather insights and perspectives on the policy landscape.
  • Develop policy recommendations aimed at enhancing the regulatory environment for digital credit services.
  • Draft reports and policy documents that articulate findings and recommendations clearly and concisely.
  • Present findings and recommendations to relevant stakeholders and facilitate discussions to build consensus on proposed changes.
  • Monitor and evaluate the implementation of recommended policies and provide ongoing technical assistance as needed.
  • Ensure that all work is conducted in accordance with UNCDF's guidelines and standards.

Required Qualifications:
  • Proven experience in policy analysis and development, particularly in the financial services sector.
  • Strong understanding of digital credit and data-driven lending practices.
  • Excellent research and analytical skills, with the ability to synthesize complex information into actionable recommendations.
  • Strong communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Familiarity with the regulatory environment in Uganda and experience working with government agencies is highly desirable.

Educational Background:
A master's degree in public policy, economics, finance, or a related field is required. Additional certifications or training in financial inclusion or digital finance would be an advantage.

Experience:
A minimum of 5 years of relevant experience in policy analysis, financial services, or related fields is required. Experience working with international organizations or development agencies is preferred.

Languages:
Fluency in English is mandatory. Knowledge of local languages spoken in Uganda would be an asset but is not required.

Additional Notes:
This position is for an individual contractor and is expected to be a full-time engagement for the duration of the assignment. The contractor will be required to submit proposals directly through the UNDP supplier portal. The deadline for submitting proposals is 24-Feb-25 at 05:00 AM (New York time). Compensation details and benefits will be discussed during the contracting process.
