Job Overview:
The Senior Strategic Advisor position is a consultancy role that involves providing expert guidance and strategic advice to enhance the procurement processes within UNDP. The advisor will be responsible for analyzing current procurement strategies, identifying areas for improvement, and recommending best practices to optimize efficiency and effectiveness. This role requires a deep understanding of procurement processes, particularly in the context of international development. The advisor will work closely with UNDP teams to ensure that procurement activities align with organizational goals and comply with relevant regulations. The position is home-based, allowing for flexibility while still requiring a commitment to deliver high-quality outputs within the specified timeframe. The assignment is expected to last for 40 working days, concluding at the end of December 2025, and the advisor will need to manage their time effectively to meet project deadlines.

Duties and Responsibilities:
The Senior Strategic Advisor will be responsible for the following duties and responsibilities:
  • Conduct a comprehensive review of existing procurement processes within UNDP to identify strengths and weaknesses.
  • Develop strategic recommendations for improving procurement efficiency and effectiveness.
  • Collaborate with UNDP staff to implement best practices in procurement management.
  • Provide training and capacity-building support to procurement teams to enhance their skills and knowledge.
  • Monitor and evaluate the impact of implemented changes on procurement outcomes.
  • Prepare detailed reports and presentations to communicate findings and recommendations to stakeholders.
  • Engage with external partners and stakeholders to gather insights and feedback on procurement practices.
  • Ensure compliance with UNDP procurement policies and procedures throughout the advisory process.

Required Qualifications:
Candidates must possess the following qualifications:
  • Proven expertise in procurement processes, particularly in the context of international organizations or development agencies.
  • Strong analytical skills with the ability to assess complex procurement systems and recommend improvements.
  • Excellent communication and interpersonal skills to effectively collaborate with diverse teams and stakeholders.
  • Demonstrated experience in capacity building and training in procurement practices.
  • Familiarity with UNDP policies and procedures is an advantage.
  • Ability to work independently and manage multiple tasks effectively under tight deadlines.

Educational Background:
A minimum of a Master's degree in Business Administration, Public Administration, Procurement, or a related field is required. Additional certifications in procurement or supply chain management will be considered an asset.

Experience:
Candidates should have at least 10 years of relevant experience in procurement, with a focus on strategic advisory roles. Experience working with international organizations, particularly in a consultancy capacity, is highly desirable. Proven track record of successfully implementing procurement strategies and improving procurement processes is essential.

Languages:
Fluency in English is mandatory. Knowledge of additional languages, particularly Arabic, is considered an asset and may enhance the candidate's profile.
