Job Overview:
The position of National Consultant for Strengthening Inter-Municipal Partnership and Collaboration involves providing expert guidance and support to enhance collaboration between municipalities in Ukraine. The consultant will be responsible for assessing current inter-municipal partnerships, identifying best practices, and recommending strategies to strengthen these collaborations. The role requires a deep understanding of local governance, community engagement, and the socio-economic context of the municipalities involved. The consultant will work closely with local authorities, stakeholders, and UNDP teams to facilitate workshops, training sessions, and collaborative initiatives aimed at improving service delivery and resource sharing among municipalities. This position is home-based, allowing for flexibility in work arrangements while still requiring active engagement with local partners.

Duties and Responsibilities:
  • Conduct a comprehensive assessment of existing inter-municipal partnerships in Ukraine, identifying strengths, weaknesses, opportunities, and threats.
  • Develop a strategic framework for enhancing inter-municipal collaboration, including actionable recommendations tailored to the specific needs of the municipalities involved.
  • Facilitate workshops and training sessions for local government officials and stakeholders to promote best practices in inter-municipal cooperation.
  • Provide ongoing support and guidance to municipalities in implementing collaborative initiatives, ensuring alignment with national policies and local development plans.
  • Monitor and evaluate the effectiveness of inter-municipal partnerships, providing feedback and adjustments as necessary to improve outcomes.
  • Prepare detailed reports and presentations on findings, recommendations, and progress made in strengthening inter-municipal collaboration.
  • Engage with relevant stakeholders, including civil society organizations, to foster a participatory approach to governance and collaboration.

Required Qualifications:
  • Proven experience in local governance, public administration, or a related field, with a focus on inter-municipal cooperation.
  • Strong analytical skills, with the ability to assess complex situations and develop practical solutions.
  • Excellent communication and interpersonal skills, with a demonstrated ability to engage and collaborate with diverse stakeholders.
  • Familiarity with the socio-political context of Ukraine and the challenges faced by local governments.
  • Proficiency in project management and the ability to work independently and as part of a team.
  • Knowledge of the UNDP's mission and objectives, particularly in relation to local governance and sustainable development.

Educational Background:
A Master's degree in Public Administration, Political Science, Social Sciences, or a related field is required. Additional certifications or training in local governance, community development, or project management will be considered an asset.

Experience:
A minimum of 5 years of relevant professional experience in local governance, public administration, or community development is required. Experience working with international organizations, particularly in the context of Ukraine, is highly desirable. Proven track record of successfully facilitating workshops and training sessions for government officials and stakeholders is essential.

Languages:
Fluency in Ukrainian and English is mandatory. Knowledge of additional languages relevant to the local context will be considered an advantage.

The contract duration for this position is from February 2025 to November 202
  • This is a home-based position, allowing for flexibility in work hours. The consultant will be compensated in UAH, and all proposals must be submitted through the UNDP Quantum supplier portal. Interested candidates are encouraged to register on the portal and follow the guidelines for submission. The position is open to national consultants only.
