Job Posting Organization:
The position is located in the Human Resources Unit of the Executive Office serving the Departments of Political and Peacebuilding Affairs (DPPA) and Peace Operations (DPO). The Executive Office is part of the Office for Coordination and Shared Services (OCSS), which enables, directs, and coordinates departmental efforts to ensure effective integration and management of both Departments. The Department of Peace Operations (DPO) serves as a center of excellence for peace operations, responsible for preventing, responding to, and managing conflict and sustaining peace in countries where peace operations are deployed. The Department of Political and Peacebuilding Affairs (DPPA) focuses on five action areas in international peace and security" style="border-bottom: 1px dotted #007bff !important;">security, including sound analysis and early warning, preventing conflict, engaging in peacemaking, managing political crises, sustaining peace, and enhancing partnerships. The Department's mandate is to prevent and resolve conflict through inclusive political solutions.

Job Overview:
The Human Resources Assistant will play a crucial role in the administration of non-staff personnel, particularly the internship-programme" style="border-bottom: 1px dotted #007bff !important;">Internship Programme, UNVs, Gratis Personnel, Consultants, and Individual contractors. The position involves participating in the selection process for various positions, including evaluating and screening applications, preparing candidate profiles, conducting preliminary interviews, and managing vacancy announcements. The assistant will also be responsible for maintaining vacancy announcement files, processing personnel actions, and advising staff on visa matters. Additionally, the role includes organizing training courses and workshops, maintaining HR-related automated systems, conducting exit interviews, and providing general office support services. The assistant will frequently interact with human resources and administrative officers, staff at large, and external candidates, ensuring reliable research and administrative support while demonstrating professionalism and initiative in resolving issues.

Duties and Responsibilities:
The Human Resources Assistant will be responsible for a variety of duties, including:
  • Assisting in the administration of non-staff personnel, particularly the Internship Programme, UNVs, Gratis Personnel, and Consultants.
  • Participating in the selection of candidates for various positions, including evaluating applications, preparing candidate profiles, and conducting preliminary interviews.
  • Assisting in filling non-staff openings and staff Job Openings in Inspira, tracking their status, and preparing requests for recruitment.
  • Following up on reference checks and academic verifications, ensuring completion of pre-recruitment formalities, and calculating salaries and benefits.
  • Organizing and coordinating competitive recruitment examinations.
  • Maintaining vacancy announcement files and tracking their status.
  • Reviewing and processing personnel actions and advising staff on visa matters.
  • Reviewing and processing requests for entitlements and claims.
  • Assisting in the organization and conduct of training courses and workshops. 1
  • Conducting exit interviews for separating personnel and assisting in final arrangements. 1
  • Maintaining HR-related automated systems and preparing periodic reports. 1
  • Providing general office support services, including drafting and finalizing correspondence, budget preparation, and scheduling appointments. 1
  • Training and supervising new and lower-level staff in the unit. 1
  • Performing other duties as required.

Required Qualifications:
The position requires a high school diploma or equivalent. A minimum of seven years of progressively responsible experience in human resources management, administrative services, or a related area is required. Candidates must have experience in applying human resources policies, regulations, and rules, as well as experience with SAP-based human resources information systems, such as the UMOJA system or similar database applications. Experience in recruitment and staffing table management is desirable, along with experience administering contracts, travel, benefits, and entitlements in a UN setting or similar international organization.

Educational Background:
A high school diploma or equivalent is required for this position. No specific higher education qualifications are mentioned, but relevant experience in human resources management or administrative services is essential.

Experience:
Candidates must have a minimum of seven years of progressively responsible experience in human resources management, administrative services, or a related area. Additional Notes:
This position is funded through extra budgetary resources and is temporarily available until 31 July 2025, with the possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. The position may be limited to candidates based at the duty station, and applicants must be authorized to work for the United Nations in New York. Staff members subject to local recruitment are not eligible for allowances or benefits exclusively applicable to international recruitment.
