Job Overview:
The position of Partner Capacity Assessment involves evaluating the capabilities of partners engaged in procurement processes. The role is crucial for ensuring that partners meet the necessary standards and requirements set by UNDP for effective collaboration. The individual contractor will be responsible for conducting assessments that will inform UNDP's procurement strategies and decisions. This position requires a thorough understanding of procurement processes, as well as the ability to analyze and interpret data related to partner capacities. The contractor will work closely with the procurement unit and must be adept at using the UNDP Quantum supplier portal for managing submissions and communications. The assignment is expected to contribute significantly to enhancing the efficiency and effectiveness of UNDP's procurement operations in Suriname.

Duties and Responsibilities:
  • Conduct comprehensive assessments of partner organizations to evaluate their capacity in relation to UNDP's procurement requirements.
  • Analyze data and information gathered during assessments to identify strengths and weaknesses of partners.
  • Prepare detailed reports summarizing assessment findings and recommendations for improvement.
  • Collaborate with the procurement unit to develop strategies for capacity building among partners.
  • Utilize the UNDP Quantum supplier portal for managing submissions, communications, and documentation related to the assessment process.
  • Respond to queries and provide clarifications regarding the assessment process as needed.
  • Ensure compliance with UNDP's procurement policies and procedures throughout the assessment process.
  • Maintain confidentiality and integrity of sensitive information obtained during assessments.

Required Qualifications:
  • Proven experience in conducting capacity assessments, particularly in the context of procurement processes.
  • Strong analytical skills with the ability to interpret complex data and provide actionable insights.
  • Familiarity with UNDP's procurement policies and procedures is highly desirable.
  • Excellent communication skills, both written and verbal, to effectively convey assessment findings to stakeholders.
  • Proficiency in using online procurement systems, specifically the UNDP Quantum supplier portal.
  • Ability to work independently and manage multiple tasks within tight deadlines.

Educational Background:
A bachelor's degree in business administration, public administration, international development, or a related field is required. A master's degree in a relevant discipline would be an advantage and may enhance the candidate's qualifications for the role.

Experience:
A minimum of 3-5 years of relevant experience in procurement, capacity assessment, or a related field is required. Experience working with international organizations, particularly in the context of UNDP or similar entities, is highly desirable. Demonstrated experience in conducting assessments and evaluations will be considered a strong asset.

Languages:
Fluency in English is mandatory. Knowledge of additional languages, particularly Dutch or Spanish, would be considered an advantage and beneficial for communication with local partners.

Additional Notes:
This position is offered as an individual contractor role, which may be part-time or full-time depending on the needs of the project. The contract duration will be specified upon selection, and the contractor will be expected to work remotely or on-site as required. Compensation will be commensurate with experience and qualifications, and benefits may include access to UNDP resources and networks.
