Job Overview: The Associate Administrative Officer will work under the direct supervision of a Senior Information Systems Officer and the overall guidance of the Enterprise Solutions Service Chief. This role encompasses a variety of responsibilities across human resources management, budget and finance, and general administration. The incumbent will be expected to undertake actions related to the administration of the unit’s human resource activities, ensuring consistency with UN rules and procedures. This includes recruitment, placement, performance appraisal, and training. Additionally, the officer will assist in developing the unit’s work program and budget, monitor budget allocations, and support the implementation of financial databases. The position also involves supervising support staff and performing other administrative duties as required, such as managing operational travel programs and monitoring accounts.
Duties and Responsibilities: The duties and responsibilities of the Associate Administrative Officer include:
Human Resources Management: Undertaking actions related to recruitment, placement, promotion, performance appraisal, job classification reviews, and staff separation. Providing information on conditions of service and staffing needs.
Budget and Finance: Assisting in the development of the unit’s work program and budget, analyzing inputs, and formulating resource allocations. Monitoring budget/work program with respect to Headquarters’ budget and reallocating resources as necessary.
General Administration: Supervising support staff, managing operational travel programs, monitoring accounts, and ensuring the maintenance of office technology and equipment. Performing other related administrative duties as required.
Required Qualifications: The position requires knowledge of administrative, budgetary, financial, and human resources policies and procedures. The candidate should have the ability to apply various United Nations administrative rules and regulations in work situations. Strong analytical and evaluative skills are necessary to conduct independent research and analysis. The candidate should demonstrate professionalism, efficiency, and a commitment to gender perspectives in all areas of work.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law, or a related field is required. Alternatively, a relevant first-level university degree in the above fields combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable.
Experience: A minimum of two years of progressively responsible experience in administration, finance, accounting, human resources management, procurement, or a related area is required. Experience working in the United Nations Common System or similar international organizations is desirable. Familiarity with travel and procurement modules of Umoja or similar ERP tools is also desirable. Additionally, one year or more of experience in data analytics or a related area is preferred, though not required if the candidate has successfully completed the Young Professionals Programme Examination (YPP) or holds a P-1 position with a related degree.
Languages: Fluency in English is required for this position, as English and French are the working languages of the United Nations Secretariat. Knowledge of another official United Nations language is considered an advantage.
