Job Overview:
The position of International Consultant to conduct a Gap Analysis involves a comprehensive evaluation of the planning and budgetary practices and mechanisms of the Department of Judicial Administration (DJA) in the Maldives. The consultant will be responsible for identifying gaps in the current practices and providing recommendations for improvements. This role requires a deep understanding of judicial administration, budgetary processes, and strategic planning. The consultant will work closely with the DJA and other stakeholders to ensure that the analysis is thorough and actionable. The assignment is expected to take place from February to July 2025, during which the consultant will gather data, conduct interviews, and analyze existing practices to formulate a detailed report outlining the findings and suggested improvements.

Duties and Responsibilities:
The consultant will be tasked with the following duties and responsibilities:
  • Conduct a thorough gap analysis of the DJA's current planning and budgetary practices.
  • Engage with key stakeholders, including DJA staff, to gather insights and data relevant to the analysis.
  • Review existing documentation and processes related to planning and budgeting within the DJA.
  • Identify strengths and weaknesses in the current practices and mechanisms.
  • Develop a comprehensive report detailing the findings of the gap analysis, including specific recommendations for improvement.
  • Present the findings and recommendations to the DJA and other relevant stakeholders.
  • Provide ongoing support and guidance during the implementation of recommended changes, if required.
  • Ensure that all work is completed in accordance with UNDP standards and guidelines.

Required Qualifications:
The ideal candidate for this position should possess the following qualifications:
  • Advanced degree in public administration, finance, law, or a related field.
  • Proven experience in conducting gap analyses, particularly in the context of judicial administration or public sector budgeting.
  • Strong analytical skills with the ability to synthesize complex information into clear and actionable recommendations.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Familiarity with UNDP policies and procedures is an advantage.
  • Demonstrated ability to work independently and manage multiple tasks effectively.

Educational Background:
Candidates must have an advanced degree (Master's or equivalent) in public administration, finance, law, or a related field. A PhD or equivalent advanced degree is preferred, particularly for candidates with extensive experience in judicial administration or public sector financial management.

Experience:
The position requires a minimum of 5 years of relevant professional experience in conducting gap analyses, strategic planning, or budgetary assessments within the public sector or judicial administration. Experience working with international organizations, particularly UN agencies, is highly desirable. Candidates should also have a track record of successfully delivering similar assignments in a timely manner.

Languages:
Fluency in English is mandatory, as all reports and communications will be conducted in English. Knowledge of local languages spoken in the Maldives is considered an asset but not mandatory.

This is a consultancy position with a contract duration from February to July 202
  • The consultant is expected to work on a full-time basis during this period. The position is open to international candidates, and compensation will be commensurate with experience and qualifications.
