Job Posting Organization:
The position is located within the Global Strategy and Policy Division of the Office of Human Resources (OHR) in the Department of Management Strategy, Policy and Compliance (DMSPC) of the United Nations. The OHR is responsible for ensuring that the organization has the necessary strategies, policies, frameworks, and tools to attract, develop, and retain a talented and diverse global workforce. The division plays a crucial role in nurturing a culture of engagement, leadership, and results, providing policy, strategic, and thought leadership, as well as innovations and solutions for the end-to-end management of talent.

Job Overview:
The Human Resources Officer will be responsible for providing advice and support to managers and staff on human resources-related matters, particularly in staff selection. The role involves preparing special reports, leading human resources projects, and ensuring compliance with recruitment procedures. The officer will also serve as the Secretariat for the Central Review Bodies, evaluate recruitment activities, and supervise the work of Human Resources Assistants. The position requires a proactive approach to analyzing data to identify trends and provide insights for decision-making, as well as designing and delivering orientation programs for new members.

Duties and Responsibilities:
The Human Resources Officer will perform a variety of duties including advising managers and staff on human resources matters, preparing special reports, leading human resources projects, reviewing applications for compliance with recruitment procedures, and evaluating recruitment activities. The officer will also serve as the Secretariat for the Central Review Bodies, prepare and present cases, supervise Human Resources Assistants, provide guidance on recruitment policies, and design induction programs. Additionally, the officer will collect and analyze data to identify trends and provide insights for planning and decision-making.

Required Qualifications:
Candidates must possess a strong knowledge of human resources policies, practices, and procedures, with the ability to apply them effectively in an organizational setting. The officer should demonstrate analytical skills, the ability to formulate opinions and recommendations, and a commitment to professional integrity. Strong communication skills, both written and verbal, are essential, along with the ability to tailor messages to different audiences. The officer should also exhibit strong planning and organizational skills, with the ability to prioritize tasks and manage time efficiently.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education, or a related area is required. Alternatively, a first-level university degree (Bachelor's degree or equivalent) combined with two additional years of relevant work experience may be accepted in lieu of the advanced degree. Successful completion of programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
A minimum of five years of progressively responsible experience in human resources management is required. Experience with recruitment practices at an international organization is desirable, along with at least two years of experience in data analytics or a related area. Familiarity with enterprise resource planning systems is also desirable.

Languages:
Fluency in English is required for this position, as English and French are the working languages of the United Nations Secretariat. Knowledge of French is desirable, and knowledge of another official United Nations language is considered an advantage.
