Job Overview:
The position of National Consultant for the evaluation of the ITAS project involves conducting a final evaluation of the project aimed at improving management and governance based on knowledge of integrated water resources management (IWRM) in the Niger Basin and the Iullemeden-Taoudéni/Tanezrouft aquifer system. This project is supported by UNDP and funded by the Global Environment Facility (GEF). The consultant will be responsible for assessing the effectiveness, efficiency, and sustainability of the project outcomes, as well as providing recommendations for future initiatives. The consultant is expected to work for a total of 23 working days, engaging with various stakeholders to gather data and insights necessary for the evaluation process.

Duties and Responsibilities:
The consultant will be tasked with the following duties and responsibilities:
  • Conduct a comprehensive evaluation of the ITAS project, focusing on its objectives, outcomes, and impacts.
  • Develop an evaluation framework and methodology that aligns with UNDP guidelines.
  • Collect and analyze qualitative and quantitative data from project stakeholders, including beneficiaries, local authorities, and project staff.
  • Prepare evaluation reports that summarize findings, conclusions, and recommendations.
  • Facilitate stakeholder workshops to discuss evaluation results and gather feedback.
  • Ensure that the evaluation process is participatory and inclusive, allowing for input from all relevant parties.
  • Submit the final evaluation report to UNDP by the specified deadline.

Required Qualifications:
The ideal candidate for this position should possess the following qualifications:
  • Proven experience in conducting evaluations of development projects, particularly in the field of water resources management.
  • Strong analytical skills and the ability to synthesize complex information into clear and actionable recommendations.
  • Familiarity with UNDP evaluation standards and methodologies.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Proficiency in using evaluation software and tools for data analysis.

Educational Background:
Candidates should have a minimum of a Master's degree in a relevant field such as Environmental Science, Development Studies, Public Policy, or a related discipline. A PhD in a relevant area would be an advantage.

Experience:
The consultant should have at least 5 years of professional experience in project evaluation, particularly in the context of environmental management or governance. Experience working with international organizations or NGOs is highly desirable.

Languages:
Fluency in French is mandatory, as the project operates in a Francophone context. Proficiency in English is an asset, as it may facilitate communication with international stakeholders.

Additional Notes:
This position is for a fixed-term consultancy of 23 working days. The consultant will be expected to work remotely and may need to travel within Niger for stakeholder consultations. The contract is part-time, and compensation will be based on the consultant's qualifications and experience.
