Job Overview: The Programme Management Officer plays a crucial role in the development, planning, implementation, and evaluation of programs and projects assigned to them. This position requires a proactive approach to monitoring and analyzing program/project development and implementation, ensuring that all relevant documents and reports are reviewed thoroughly. The officer is expected to identify problems and issues that arise during the project lifecycle and propose corrective actions to address these challenges. Additionally, the officer will engage in consulting assignments, facilitating workshops, and assisting clients in developing actionable plans for managing change. The role involves extensive research, analysis, and presentation of information gathered from diverse sources, contributing to policy development and the preparation of evaluations and studies. The officer will also undertake survey initiatives, designdata collection tools, and analyze responses to prepare conclusions. Written outputs such as background papers, analyses, and reports are essential components of this role. The officer will provide substantive support to meetings and conferences, coordinate budget-related activities, and perform other duties as required, making this a multifaceted and dynamic position within the UN framework.
Duties and Responsibilities: The Programme Management Officer will be responsible for a wide range of duties, including:
Participating in the development, planning, implementation, and evaluation of assigned programs/projects.
Monitoring and analyzing program/project development and implementation, reviewing relevant documents and reports.
Identifying problems and issues, proposing corrective actions, and tracking follow-up.
Conducting consulting assignments, facilitating workshops, and assisting clients in developing action plans.
Researching, analyzing, and presenting information from diverse sources.
Assisting in policy development, including reviewing and analyzing issues and trends.
Undertaking survey initiatives, designing data collection tools, and interpreting responses.
Preparing various written outputs, including background papers, analyses, and reports.
Providing support to consultative meetings and conferences, including proposing agenda topics and preparing documents. 1
Conducting outreach activities and training workshops, making presentations on assigned topics. 1
Participating in or leading field missions, providing guidance to external consultants and government officials. 1

Required Qualifications: Candidates must possess a strong set of qualifications, including:
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field.
A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
A minimum of five years of progressively responsible experience in project or program management, administration, or a related area.
Experience working with establishing trust funds and/or extra-budgetary resources in an ERP system is desirable.
Knowledge of Umoja Grantor/Grantee module and IPMR, along with acquired UMOJA Enterprise Roles training, is required.
Experience with project/program management in a UN Organization is essential.
Educational Background: The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in a relevant field such as business administration, management, or economics. Alternatively, candidates with a first-level university degree combined with two additional years of qualifying experience may be considered. This educational foundation is critical for understanding the complexities of program management within the UN framework and for effectively contributing to the organization's objectives.
Experience: The position requires a minimum of five years of progressively responsible experience in project or program management, administration, or a related area. Candidates should have a proven track record of managing projects effectively, with experience in establishing trust funds and extra-budgetary resources being highly desirable. Familiarity with the Umoja Grantor/Grantee module and IPMR is essential, as is experience working within a UN Organization, which provides valuable insights into the operational dynamics of international organizations.
Languages: Fluency in English and Arabic is required for this position, as these are the working languages of the UN Secretariat. Proficiency in French is also beneficial, as it is one of the official languages of the UN.
