Job Overview:
The role of the International Consultant is pivotal in developing a comprehensive parenting curriculum aimed at enhancing the capabilities of kindergarten teachers and parents in Turkmenistan. This position involves creating a manual for teachers and a toolkit for parents, alongside developing training materials and conducting training of trainers (ToT). The consultant will also provide follow-up supervision to ensure that specialists in pre-primary education can effectively guide parents and promote positive parenting practices. The consultant's work will contribute to establishing a supportive learning environment for children at home, complementing early childhood care and education (ECCE) settings. The consultant will analyze outcomes and provide recommendations for scaling up the initiative nationwide, working closely with UNICEF's ECD Specialist and relevant government departments.

Duties and Responsibilities:
  • Develop an outline for the parenting curriculum, including a manual for kindergarten teachers and a toolkit for parents.
  • Draft the parenting curriculum, ensuring it is comprehensive and user-friendly.
  • Design and develop training materials tailored for the training of trainers (ToT) sessions.
  • Conduct ToT sessions to equip facilitators with the necessary skills to support parents effectively.
  • Provide supervision to parent support facilitators during their sessions with parents.
  • Finalize the parenting curriculum based on feedback and outcomes from the training sessions.
  • Analyze the effectiveness of the curriculum and training sessions, and develop recommendations for nationwide implementation.

Required Qualifications:
Candidates must possess a Master’s degree in early childhood education, education, pedagogy, psychology, or other relevant fields. A PhD in these areas is considered an advantage. Additionally, a minimum of 7 years of professional experience in the pre-primary and/or primary education system, particularly in early childhood education and care, is required. Proven experience in capacity building for pre-primary education professionals, developing educational materials, and conducting training sessions is essential. Experience working on relevant projects with UN agencies is a plus. Candidates should also have knowledge of early childhood education and care in Central Asia, as well as teaching methods that align with the developmental needs of young children.

Educational Background:
A Master’s degree in early childhood education, education, pedagogy, psychology, or related fields is mandatory. A PhD in these areas will be advantageous and may enhance the candidate's profile for this consultancy role.

Experience:
The position requires at least 7 years of professional experience in the fields of pre-primary and/or primary education, with a strong focus on early childhood education and care. Candidates should have a proven track record in capacity building for education professionals and experience in developing training materials and conducting training sessions.

Languages:
Fluency in written and spoken English or Russian is mandatory. Candidates should also demonstrate proven analytical and report writing skills in either English or Russian, which are essential for the role.

Additional Notes:
This consultancy role is not classified as a staff position under the UN regulations, meaning that individuals engaged under this contract will not receive benefits such as leave entitlements or medical insurance. The selected candidate will be responsible for their tax liabilities and ensuring that their visa and health insurance are valid for the duration of the contract. Additionally, candidates must confirm their fully-vaccinated status against COVID-19 with a WHO-endorsed vaccine before commencing the assignment, unless they are working remotely and not interacting directly with UNICEF's operations.
