Job Overview: The position of IC Technical Consultant involves conducting a comprehensive policy and institutional review aimed at facilitating a Just Transition and enhancing energy efficiency in Kosovo. The consultant will be expected to analyze existing policies, assess institutional frameworks, and provide recommendations that align with sustainable development goals. The assignment is set to take place from February to April 2025, during which the consultant will engage with various stakeholders, including government entities, civil society organizations, and international partners, to gather insights and data necessary for the review. The consultant will also be responsible for drafting reports and presenting findings to relevant parties, ensuring that the recommendations are actionable and contextually relevant.
Duties and Responsibilities:
Conduct a thorough review of existing policies related to energy efficiency and Just Transition in Kosovo.
Analyze institutional frameworks and their effectiveness in implementing energy policies.
Engage with stakeholders to gather qualitative and quantitative data.
Prepare detailed reports summarizing findings and recommendations.
Present findings to UNDP and other stakeholders in a clear and concise manner.
Collaborate with local experts and organizations to ensure comprehensive understanding of the local context.
Provide ongoing support and advice to UNDP on best practices in policy formulation and implementation.
Ensure that all work aligns with UNDP's mission and the specific goals of the project.
Required Qualifications:
Proven expertise in policy analysis and institutional review, particularly in the context of energy efficiency and sustainable development.
Strong understanding of the socio-economic and political landscape of Kosovo.
Excellent analytical and research skills, with the ability to synthesize complex information into actionable recommendations.
Strong communication skills, both written and verbal, with experience in report writing and presentations.
Ability to work independently and manage multiple tasks effectively.
Familiarity with UNDP's operational procedures and guidelines is an advantage.
Educational Background: A Master's degree in Public Policy, Environmental Science, Energy Management, or a related field is required. A PhD or equivalent advanced degree is preferred, particularly for candidates with a focus on energy policy or sustainable development.
Experience: A minimum of 5 years of relevant experience in policy analysis, institutional review, or related fields is required. Experience working with international organizations, particularly in the context of Kosovo or the Balkans, is highly desirable. Previous experience in conducting similar assignments or projects will be considered an asset.
Languages: Fluency in English is mandatory. Knowledge of Albanian or Serbian is considered an advantage, as it will facilitate communication with local stakeholders and enhance the quality of the engagement process.

The consultant will be required to submit proposals through the UNDP supplier portal, and all communications regarding the tender must be conducted through the portal's messaging functionality. The consultant will be compensated according to UNDP's established rates for individual contractors, and the contract duration will be specified upon selection.
