Job Overview: The IC Internal Audit Consultant position is designed to provide advisory support to the Central Harmonization Unit (CHU) of the Ministry of Finance (MoF) in Serbia. The consultant will be responsible for implementing key findings from the Gap Assessment of the Public Internal Financial Control (PIFC) regulatory framework. This includes amending and updating the regulatory framework, developing training curricula and materials, and presenting new Global Internal Audit Standards to Internal Auditors in the public sector. The consultant will also contribute to enhancing the capacities of Internal Auditors by introducing new methodologies and tools, thereby strengthening the overall performance management in public fund beneficiaries. The assignment is expected to run from February 2025 to December 2025, requiring a commitment to support the implementation of selected elements of Performance Management in the public sector.
Duties and Responsibilities: The consultant will undertake several key responsibilities, including:
Providing advisory support to the CHU for implementing the findings of the Gap Assessment of the PIFC regulatory framework.
Amending and updating the regulatory framework to align with new standards and practices.
Developing and delivering training curricula and materials for Internal Auditors in the public sector.
Presenting the new Global IA Standards and planned changes to the national regulatory framework to relevant stakeholders.
Supporting the implementation of Performance Management elements in public fund beneficiaries.
Contributing to the strengthening of the regulatory framework for implementing Financial Management and Control (FMC) across the public sector.
Enhancing the capacities of Internal Auditors by introducing new methodologies, tools, and knowledge products.
Engaging with various stakeholders to ensure effective communication and collaboration throughout the assignment.
Required Qualifications: Candidates must possess a strong background in internal auditing, financial management, or a related field. They should have a thorough understanding of public financial management systems and regulatory frameworks. Experience in developing training materials and delivering training sessions is essential. Additionally, candidates should demonstrate strong analytical and problem-solving skills, as well as the ability to work collaboratively with diverse teams and stakeholders.
Educational Background: A minimum of a bachelor’s degree in finance, accounting, business administration, or a related field is required. A master’s degree or professional certification in internal auditing (such as CIA or CISA) is highly desirable and will be considered an asset.
Experience: Candidates should have at least 5 years of relevant professional experience in internal auditing, financial management, or public sector consulting. Experience working with government entities or international organizations is preferred. Familiarity with the regulatory framework of public internal financial control in Serbia or similar contexts will be an advantage.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Serbian is highly desirable, as it will facilitate communication with local stakeholders. Proficiency in additional languages may be considered an asset.

The consultant will be expected to work full-time during this period. The recruitment process is open to both national and international candidates. Compensation will be commensurate with experience and qualifications, and benefits may include travel allowances and other relevant support as per UNDP policies.
