Job Overview:
The ICLA Information Management Officer (IMO) plays a crucial role in supporting the Information, Counselling, and Legal Assistance (ICLA) program by ensuring the quality of services through effective monitoring of outputs and outcomes. This position involves the development and maintenance of an up-to-date ICLA database, which is essential for tracking project progress and impact indicators. The IMO is expected to develop data collection tools, train field staff on data collection procedures, and ensure the accuracy and consistency of data across various reporting systems. The role also includes analyzing collected data to generate insightful reports for stakeholders, conducting field visits to assess data practices, and providing technical support on data management and reporting standards. The IMO will be responsible for managing information systems and recommending improvements to enhance data management efficiency.

Duties and Responsibilities:
The duties and responsibilities of the ICLA Information Management Officer include:
  • Developing and updating data collection tools such as intake forms and questionnaires.
  • Training field staff on data collection procedures and data entry practices.
  • Ensuring proper filing and archiving of documents, both hard and soft copies.
  • Maintaining up-to-date databases, including tracking targets versus achievements.
  • Overseeing data cleaning, validation, and reconciliation to ensure data accuracy.
  • Developing mechanisms to identify and correct data discrepancies.
  • Analyzing collected data to generate reports on project progress and impact indicators.
  • Preparing regular reports for internal and external stakeholders, utilizing visual tools like graphs and dashboards.
  • Conducting field visits to assess data collection practices and resolve data-related challenges. 1
  • Providing training and technical support on data management practices and data protection. 1
  • Managing and maintaining information management systems such as Kobotoolbox and ODK. 1
  • Recommending new technologies or automation processes to improve data management. 1

  • Regularly updating data management protocols to align with donor and organizational requirements. 1
  • Coordinating with external partners and government agencies on data-related issues. 1
  • Providing operational support to the ICLA program, including managing salary documentation for paralegal workers and maintaining project inventory. 1
  • Ensuring proper filing and archiving of Beneficiary Intake Forms and related documentation. 1
  • Providing ICLA input for GORS and donor reports, and submitting regular activity reports to the ICLA Program Manager.

Required Qualifications:
The required qualifications for the ICLA Information Management Officer position include:
  • A Bachelor's degree in statistics, information management, urban and regional planning, computer sciences, or a related field.
  • Strong analytical skills and proficiency in data analysis software such as Excel and Power BI.
  • Knowledge and experience in GPS and mapping, as well as familiarity with GIS systems.
  • Experience with data collection tools like Kobotoolbox.
  • A minimum of 3 years of working experience in data management or relevant fields.
  • Excellent communication and interpersonal skills for collaboration with diverse teams.
  • Knowledge of humanitarian principles and project cycle management.
  • Proficiency in database management and relevant report writing.
  • Documented results related to the position’s responsibilities. 1
  • Ability to work independently, handle stress, and thrive in fast-paced environments.

Educational Background:
Candidates must possess a Bachelor's degree in a relevant field such as statistics, information management, urban and regional planning, or computer sciences. This educational background is essential for understanding data management principles and practices, as well as for effectively utilizing data analysis tools and software.

Experience:
The position requires a minimum of 3 years of relevant working experience in data management or related fields. This experience should include hands-on involvement in data collection, analysis, and reporting, as well as familiarity with the challenges and complexities of working in humanitarian contexts.

Languages:
Fluency in Bangla and English is mandatory for this position. Proficiency in these languages is essential for effective communication with team members, stakeholders, and beneficiaries. Additional language skills may be considered an asset but are not required.

Additional Notes:
The duty station for this position is Cox’s Bazar, Bangladesh, with a contract duration of 12 months. The position involves approximately 40% travel. The salary for this role is set at Grade 5 in NRC’s Salary Scale, with a monthly gross salary of 75,716 BDT, along with a comprehensive benefits package.
