Job Overview:
The Assistant Finance Officer/Pooled Fund position is crucial for strengthening OCHA’s humanitarian financing and programmatic reporting quality. The incumbent will support the Humanitarian Financing Unit’s senior management in various functions, including the correct operation of the Grant Management System, allocation and reporting timelines, and raising awareness among NGOs and UN organizations about the UHF’s work. The role requires a proactive approach to monitoring activities and ensuring compliance with financial regulations. The Assistant Finance Officer will work closely with various stakeholders to facilitate effective financial management and reporting, ensuring that humanitarian efforts are adequately funded and managed.

Duties and Responsibilities:
The key duties and responsibilities of the Assistant Finance Officer/Pooled Fund include:
  • Financial Review: Facilitate the review and revision of project proposals, advise organizations on revisions, and ensure compliance with UN Financial Regulations and CBPF Guidelines.
  • Financial Management: Conduct partner sensitization on UHF procedures, support the preparation and execution of Grant Agreements, and track financial reports from UHF partners.
  • Administration: Liaise with companies providing contractual services, prepare documents for coordination forums, and stay updated on relevant guidelines.
  • Conduct financial spot-check visits to partner offices, report outcomes, and assist in arranging audits of UHF funded projects.
  • Support the Finance Officer in various administrative tasks and perform other duties as required.

Required Qualifications:
The position requires a Master’s degree or equivalent in finance, business management, public administration, economics, accounting, or related fields. A Bachelor’s degree with two additional years of relevant experience can be accepted in lieu of a Master’s degree. Candidates must demonstrate a strong understanding of financial management principles and practices, as well as experience in humanitarian contexts or international organizations being highly desirable.

Educational Background:
Candidates must possess a Master’s degree or equivalent in a relevant field such as finance, business management, public administration, economics, or accounting. Alternatively, a Bachelor’s degree with two additional years of relevant experience is acceptable. This educational background ensures that the candidate has the necessary theoretical knowledge and practical skills to perform effectively in the role.

Experience:
The Assistant Finance Officer position requires a minimum of two years of progressively responsible experience in finance and accounting, program management, administration, crisis/emergency management, project management, or budget management. Experience with audit processes, financial spot-checks, and financial report reviews is desirable. Familiarity with project management, budgeting, and proposal writing is also beneficial. Experience in a humanitarian context within the UN Common System or comparable international organizations is a plus.

Languages:
Fluency in English and Ukrainian, both written and spoken, is mandatory for this position. Knowledge of another official UN language is considered desirable, as it enhances communication and collaboration within the diverse international environment of the United Nations.

This position is open to Ukrainian Nationals only. The role is based in Kyiv, with the duty station subject to change based on the operational situation in the country.
