Job Overview:
The Budget Officer will play a crucial role in monitoring and allocating funds received from the World Bank to support humanitarian response programming in Sudan. This position involves ensuring maximum fund utilization by monitoring funding levels against grants, providing recommendations for budget adjustments, and identifying areas of over or under-expenditure. The officer will also manage information related to planning, contributions, and utilization in the VISION system, ensuring compliance with donor financial conditions. The role requires close collaboration with program teams and field offices to prepare donor financial reports and updates, conduct training on budget management, and support the country office's management performance indicators.
Duties and Responsibilities:
- Monitor funding levels against grants for the section and field offices, recommending budget adjustments where necessary, and identifying areas of over or under-expenditure to ensure maximum fund utilization.
- Ensure quality information management through regular review and maintenance of planning, contribution, and utilization-related information in VISION.
- Closely monitor the allocation of funds to various sections and field offices and generate regular updates to section management.
- Update section management on reporting requirements for key donors such as World Bank, GAVI, and CERF to ensure financial adherence to donor conditions.
- Monitor fund utilization of all grants and alert Programme Chiefs/Chiefs of Field offices on expenditure challenges.
- Support management performance indicators and report monthly on progress in Programme Coordination and Country Management team meetings.
- Conduct training on budget management, donor conditions, and financial management to project focal points and PAs.
- Conduct special budget analysis and trends as needed.
- Prepare donor reports in collaboration with Program Specialists and operations unit. 1
- Prepare utilization and financial management updates for bi-annual progress reports and regular donor meetings. 1
- Oversee grants management, including monitoring open commitments and tracking returned balances. 1
- Promote ethical standards in management of UNICEF’s resources and support management improvement initiatives.
Required Qualifications:
A University degree in Business Administration, Accounting, Financial & Project Management, or another related financial field is required. A minimum of two years of professional experience in financial management accounting, or audit with a strong basis in Budgetary/Financial Control is required. Professional work experience in an international organization is an asset, and similar experience in a humanitarian organization is also beneficial. Experience working with International Financial Institutions is highly advantageous. Skills in database packages, web-based management systems, and ERP systems (preferably SAP financial modules) are assets. Experience in explaining and visualizing financial data for a non-financial audience and facilitating training is also valuable. Advanced knowledge of Microsoft Office, especially Excel and PowerPoint, is required.
Educational Background:
A University degree in Business Administration, Accounting, Financial & Project Management, or another related financial field is required for this position.
Experience:
The position requires a minimum of two years of professional experience in financial management accounting, or audit with a strong basis in Budgetary/Financial Control. Experience in international organizations and humanitarian settings is preferred, along with familiarity with International Financial Institutions.
Languages:
Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Spanish, or Russian) or the local language is considered an asset.
