Job Overview: The Assistant Programme Management Officer will play a crucial role in monitoring and analyzing specific aspects of program and project development and implementation. This position requires a proactive approach to identifying problems and recommending corrective actions, as well as liaising with relevant parties to track follow-up actions. The officer will assist in developing and monitoring the unit’s work program and budget, analyzing inputs, and formulating resource allocations. Additionally, the role involves regular monitoring of the budget and work program concerning Headquarters’ budget, trust funds, and grants, ensuring effective resource reallocation as necessary. The officer will also undertake administrative duties related to human resources, including recruitment, placement, promotion, and performance appraisal, ensuring adherence to UN rules and procedures. The position demands support for senior officers in various administrative functions, including finance, budget, procurement, ICT, travel, and facilities management.
Duties and Responsibilities: The Assistant Programme Management Officer will be responsible for the following duties:
Monitor and analyze specific aspects of program/project development and implementation, reviewing relevant documents and reports, identifying problems, and recommending corrective actions.
Liaise with relevant parties and track follow-up actions.
Assist in developing and monitoring the unit’s work program and budget, analyzing inputs, and formulating resource allocations.
Regularly monitor the budget/work program concerning Headquarters’ budget, trust funds, and grants, reallocating resources as necessary.
Undertake actions related to the administration of the unit’s human resource activities, ensuring consistency in the application of UN rules and procedures.
Support senior officers in other related administrative duties, including human resources, finance and budget, procurement, ICT, travel, and property and facilities management.
Required Qualifications: A first-level university degree in business, management, economics, public administration, finance, accounting, law, or a related field is required. For applicants with a first-level degree, two additional years of qualifying work experience is required. A minimum of two years of progressively responsible experience in administration, finance, accounting, human resources management, or a related area is essential. Experience in supporting the development of work programs and budgets, as well as human resource activities such as recruitment and performance appraisals, is desirable. Strong proficiency in drafting and editing spreadsheets is also a desirable qualification.
Educational Background: Candidates must possess a first-level university degree in business, management, economics, public administration, finance, accounting, law, or a related field. An advanced university degree in a relevant field is preferred, as it may exempt candidates from the requirement of professional work experience.
Experience: Applicants for this position are required to have a minimum of two years of progressively responsible experience in administration, finance, accounting, human resources management, or a related area. Those with an advanced university degree are not required to have professional work experience. Experience in supporting the development of work programs and budgets, as well as human resource activities, is desirable. Candidates should provide examples of how they meet these experience criteria.
Languages: Fluency in English, both oral and written, is required for this position. Knowledge of another UN official language is considered an advantage, enhancing the candidate's profile and ability to communicate in a multilingual environment.
