Job Overview: The Humanitarian Affairs Officer (HAO) position is crucial for supporting the OCHA office in Sudan, specifically in the Two Areas and other assigned regions. The incumbent will work under the supervision of the Deputy Head of Office and the Head of Sub-Office, focusing on identifying significant humanitarian issues and problems in the assigned region. The role involves developing innovative suggestions for problem resolution, managing projects, and ensuring timely delivery of outputs. The HAO will also provide guidance on cultural and political issues, develop partnerships, and interact effectively with colleagues and stakeholders. The position is locally administered by UNDP Sudan, and the office location will be in Kauda or as determined by changing situations.
Duties and Responsibilities: The incumbent will be responsible for the day-to-day implementation of project activities in the region. Key duties include establishing partnerships with other humanitarian actors, coordinating the delivery of international humanitarian assistance, conducting rapid assessments, preparing situation reports, and analyzing unmet needs in affected areas. The HAO will also monitor OCHA-supported project activities, maintain contacts with UN agencies and NGOs, contribute to the production of situation reports, and support advocacy efforts concerning humanitarian issues. Additionally, the incumbent will organize work groups and meetings, adhere to UN rules and regulations, and perform other duties as assigned by the supervisor.
Required Qualifications: Candidates must possess a Master’s degree in political or social science, law, international studies, public administration, business administration, or another relevant field. Alternatively, a first-level university degree combined with two years of qualifying experience may be accepted in lieu of an advanced degree. Applicants with a master's degree are not required to have professional work experience, while those with a bachelor's degree must have a minimum of two years of progressively responsible experience in humanitarian work or related areas, preferably with international organizations or national partners in the region.
Educational Background: The educational requirement for this position includes a Master’s degree in a relevant field such as political or social science, law, international studies, public administration, or business administration. A first-level university degree with additional qualifying experience may also be considered. This educational background is essential for understanding the complexities of humanitarian operations and emergency management.
Experience: The level of experience required for this position varies based on the educational background. Applicants with a master's degree are not required to have prior professional experience, while those with a bachelor's degree must have at least two years of progressively responsible experience in humanitarian work, emergency preparedness, or crisis management. Experience coordinating humanitarian operations in the Nuba Mountains or South Kordofan State is desirable, as is familiarity with international organizations and strong drafting and report-writing skills in English.
Languages: Fluency in oral and written English is mandatory for this position. Additionally, fluency in oral and written Arabic is desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of humanitarian operations in the region.
