Job Overview:
The position of Legal Consultant on Inclusive Digitalization Policy involves providing expert legal advice and support in the development and implementation of policies that promote inclusive digitalization in Ukraine. The consultant will work closely with UNDP and other stakeholders to ensure that digitalization efforts are equitable and accessible to all segments of the population. This role requires a deep understanding of legal frameworks related to digital rights, data protection, and technology governance. The consultant will be expected to analyze existing policies, identify gaps, and propose legal reforms that align with international best practices and local needs. The assignment is set to commence in March 2025 and will conclude in December 2025, during which the consultant will be expected to deliver high-quality outputs that contribute to the overall objectives of the project.

Duties and Responsibilities:
  • Conduct a comprehensive review of existing legal frameworks related to digitalization in Ukraine, identifying strengths and weaknesses.
  • Provide legal analysis and recommendations for policy reforms that promote inclusive digitalization.
  • Collaborate with government agencies, civil society organizations, and other stakeholders to gather input and build consensus on proposed legal changes.
  • Draft legal documents, including policy briefs, reports, and recommendations for legislative amendments.
  • Facilitate workshops and consultations to engage stakeholders in discussions about inclusive digitalization policies.
  • Monitor and evaluate the implementation of digitalization policies, providing ongoing legal support as needed.
  • Prepare and present findings and recommendations to UNDP and relevant stakeholders.
  • Ensure that all legal advice is aligned with international standards and best practices in digital rights and governance.

Required Qualifications:
  • Advanced degree in law, public policy, or a related field.
  • Extensive knowledge of legal frameworks governing digital rights, data protection, and technology governance.
  • Proven experience in legal consulting or advisory roles, particularly in the context of digitalization and public policy.
  • Strong analytical and research skills, with the ability to synthesize complex legal information into clear recommendations.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Familiarity with the Ukrainian legal system and public administration processes is an advantage.

Educational Background:
Candidates must possess an advanced degree (Master's or equivalent) in law, public policy, or a related discipline. A specialization in digital rights, technology law, or public administration is highly desirable.

Experience:
A minimum of 5 years of relevant professional experience in legal consulting, public policy analysis, or a related field is required. Experience working with international organizations, government agencies, or civil society on issues related to digitalization and inclusive policies is preferred.

Languages:
Fluency in Ukrainian and English is mandatory. Knowledge of additional languages, particularly Russian, is considered an asset.

Additional Notes:
This position is classified as a national consultant role, and the consultant will be expected to work on-site in Kyiv, Ukraine. The contract duration is from March 2025 to December 2025, with the possibility of extension based on project needs and performance. Compensation will be provided in UAH, and the consultant is expected to submit proposals in either UAH or USD. The consultant must register on the UNDP supplier portal to submit their proposal and participate in the procurement process.
