Job Overview:
The Civil Engineering Consultant position is designed to provide expert assistance in the supervision and quality assurance of rehabilitation and construction works related to infrastructure projects in Angola. Specifically, the consultant will oversee the installation of an incinerator and Pressure Swing Adsorption (PSA) oxygen generating plants. This role is crucial for ensuring that the construction meets the required standards and specifications, thereby contributing to the overall success of the project. The consultant will be expected to work closely with local teams and stakeholders, ensuring that all activities are aligned with UNDP's objectives and standards. The assignment is expected to last for a period of 100 days, during which the consultant will be responsible for monitoring progress, addressing any issues that arise, and ensuring compliance with safety and quality regulations.

Duties and Responsibilities:
The consultant will be responsible for a variety of duties including:
  • Conducting site visits to monitor construction activities and ensure compliance with project specifications.
  • Providing technical guidance and support to construction teams to resolve any engineering issues that may arise.
  • Reviewing and approving construction plans and designs to ensure they meet the required standards.
  • Preparing regular reports on the progress of construction activities, highlighting any challenges and recommending solutions.
  • Collaborating with local authorities and stakeholders to facilitate smooth project implementation.
  • Ensuring that all safety protocols are followed on-site to protect workers and the environment.
  • Conducting quality assurance checks on materials and workmanship to ensure they meet project specifications.
  • Assisting in the decommissioning of existing equipment and overseeing the installation of new systems.
  • Providing training and capacity building for local staff involved in the project.

Required Qualifications:
Candidates must possess a strong background in civil engineering, with specific experience in infrastructure projects. A thorough understanding of construction management principles and practices is essential. Additionally, candidates should demonstrate strong analytical and problem-solving skills, as well as the ability to work collaboratively with diverse teams. Familiarity with UNDP's operational procedures and standards would be an advantage. Candidates should also have excellent communication skills, both written and verbal, to effectively convey technical information to non-technical stakeholders.

Educational Background:
A minimum of a Bachelor's degree in Civil Engineering or a related field is required. A Master's degree or higher qualification in a relevant discipline would be considered an asset. Professional certifications or licenses in civil engineering or project management are also desirable.

Experience:
Candidates should have a minimum of 5 years of relevant experience in civil engineering, particularly in the supervision of construction projects. Experience working with international organizations or in a development context is highly preferred. Proven track record of managing similar projects, particularly in the African context, will be considered a significant advantage.

Languages:
Fluency in English is mandatory, as all documentation and communication will be conducted in this language. Proficiency in Portuguese is highly desirable, given the local context of the project in Angola. Knowledge of additional languages may be beneficial but is not required.

Additional Notes:
This position is classified as an individual contractor role, and the assignment is expected to last for 100 days. The consultant will be required to work full-time during this period. The position is open to both national and international candidates, and compensation will be commensurate with experience and qualifications.
