Job Overview: The Technical Advisor for Disease Control will play a crucial role in coordinating technical support for the control of communicable and non-communicable diseases in Angola. This position involves ensuring the capacity building of human resources in planning, prevention, and monitoring and evaluation of health programs. The advisor will collaborate closely with the WHO Regional Office and Headquarters to align national policies and strategies with global health standards. The role requires a strategic approach to develop sustainable, multi-sectoral health strategies and interventions aimed at improving health systems and enhancing disease control efforts. Duties and Responsibilities: The Technical Advisor will be responsible for facilitating the effective management and coordination of expertise in disease control. Key duties include providing technical advice on the development of national strategies and policies for health improvement, coordinating the adoption of norms and guidelines for disease control projects, managing operational research and health surveys, and monitoring the national burden of diseases. The advisor will also facilitate community outreach activities, advocate for safe and affordable medicines, and strengthen partnerships to mobilize resources for disease prevention and control. Additionally, the advisor will document and disseminate best practices, analyze health data, and serve as a communication focal point for public health issues related to communicable and non-communicable diseases.
Required Qualifications: Candidates must possess a university degree (bachelor's) in a relevant field such as public health, epidemiology, medicine, or statistics. Desirable qualifications include specialized training in communicable and non-communicable diseases. Candidates should demonstrate a strong understanding of health systems and disease control strategies, as well as the ability to work collaboratively with various stakeholders in the health sector.
Educational Background: A bachelor's degree in public health, epidemiology, medicine, or statistics is essential for this position. Additional training or specialization in communicable diseases and non-communicable diseases is highly desirable, as it enhances the candidate's ability to effectively contribute to the role.
Experience: A minimum of five years of relevant work experience is required, particularly in the areas of communicable and non-communicable diseases, disease investigation, surveillance, and control. Experience in developing strategies and action plans for capacity building and disease prevention programs is essential. Candidates with professional experience providing technical services to national health ministries and organizations, particularly in an international context, will be given preference.
Languages: Expert knowledge of Portuguese is essential for this position, as it is the primary language of communication in Angola. Additionally, expert knowledge of English is desirable, and intermediate knowledge of French is considered a plus. These language skills will facilitate effective communication with various stakeholders and partners in the health sector.
