Job Overview: The Senior Operations Associate will play a crucial role in the management of operational functions, including administration and logistics, within the Surkhet Field Office for Karnali Province. This position is accountable for ensuring cost-effective, efficient, and secure operations that contribute to the overall management and implementation of country programs. The incumbent will supervise a small operations team and will be responsible for facilitating change, providing risk-informed analysis, and contributing to program and management decisions that deliver results for children. The role requires a strategic approach to operations, ensuring compliance with policies and procedures while optimizing the use of UNICEF resources.
Duties and Responsibilities: The Senior Operations Associate will be responsible for ensuring effective operations of finance, budget, ICT, supply, logistics, human resources, and administrative systems. Key duties include:
Providing technical expertise and operational support to the Field Office, ensuring adherence to organizational policies.
Managing fiduciary responsibilities for funds and assets, overseeing operational and financial transactions.
Supporting program teams to ensure accountability with implementing partners.
Monitoring compliance with contractual obligations and proposing necessary changes.
Assisting in finance, human resources, and administrative matters, providing guidance to junior staff.
Facilitating communication between the Country Office and Field Office operations teams.
Supporting emergency preparedness and ensuring adherence to UNICEF policies and regulations.
Required Qualifications: Candidates must possess a minimum of seven years of relevant professional work experience in operations, finance, administration, ICT, supply, logistics, or human resources for those with secondary education. For candidates with a bachelor's degree, a minimum of four years of relevant experience is required, while those with a master's degree need at least two years. Experience in emergency duty stations is considered an asset. Candidates must demonstrate strong operational management skills and the ability to provide technical advice and support to various teams.
Educational Background: Completion of secondary education is required, with a university degree (Bachelor’s) in administration, finance, or a related field being an asset. The educational background should align with the operational and administrative functions of the role, ensuring that the candidate has the necessary knowledge to support UNICEF's mission effectively.
Experience: The position requires a significant level of experience, with a minimum of seven years for candidates with secondary education, four years for those with a bachelor's degree, and two years for candidates with a master's degree. Experience in operational roles, particularly in emergency contexts, is highly valued, as it equips candidates with the skills needed to navigate complex operational challenges.
