Job Overview:
The consultant will undertake two principal analyses: an analysis of local governance and public service delivery for children, and a mapping and analysis of the Decentralization to the Local Government Organization Committee (DLOC). The consultant will provide advisory services regarding Thailand’s decentralization characteristics and its implications for UNICEF’s programming. The role requires collecting primary data through document reviews, interviews, and focus group discussions across various local government organizations, engaging with stakeholders to identify gaps in child-related services and recommend strategies for UNICEF's support.

Duties and Responsibilities:
  • Conduct an analysis of local governance and public service delivery for children, addressing key research questions regarding funding sources, policy autonomy, budget requests, and service delivery gaps.
  • Collect primary data through document reviews, interviews, and focus groups in three locations, covering five types of Local Administrative Organizations (LAOs).
  • Prepare an inception report detailing the assignment's objectives, methodology, and work plan.
  • Draft and finalize reports with PowerPoint presentations for UNICEF programme sections, incorporating feedback from stakeholders.
  • Map and analyze the DLOC's roles and responsibilities, examining its impact on social service provision and identifying bottlenecks in local governance.
  • Provide advisory services as requested by UNICEF programme sections, not exceeding 20 working days.

Required Qualifications:
  • Advanced university degree in public administration, public policy, economics, social sciences, or a related field.
  • A minimum of 8 years of professional and/or research experience in governance and local governance.
  • Demonstrated experience in researching or working in areas related to public services for children.
  • Proven experience in conducting qualitative research, including data collection, analysis, and communication.
  • Fluency in Thai and English, both verbal and written.

Educational Background:
Candidates must possess an advanced university degree in relevant fields such as public administration, public policy, economics, or social sciences. This educational background is essential for understanding the complexities of governance and public service delivery, particularly in relation to children's rights and welfare.

Experience:
The position requires a minimum of 8 years of professional experience in governance and local governance, with a strong emphasis on public services for children. Candidates should have a proven track record in qualitative research methodologies and experience in engaging with local government organizations and stakeholders.

Languages:
Fluency in Thai and English is mandatory for this position, as effective communication with local stakeholders and UNICEF programme sections is crucial. Additional language skills may be considered an asset but are not required.

Additional Notes:
The contract duration is from 1 March 2025 to 31 December 2025, with a total of 20 working days allocated for advisory services. The consultant will be required to travel for field data collection in three selected locations. Payment will be structured in installments based on the successful submission of deliverables.
