Job Overview:
The Regional Programme Manager will oversee the implementation of the Regional Programme on Local Democracy in the Western Balkans 3 (ReLOaD3), which aims to strengthen participatory democracies and support the EU integration process in the Western Balkans. This role involves managing a budget of USD 13.39 million over a four-year period, from February 2025 to January 202
  • The incumbent will be responsible for coordinating activities across multiple countries, ensuring effective communication with stakeholders, and leading a high-performing team. The position requires a strategic approach to program management, focusing on results-based management and the achievement of local development goals.

Duties and Responsibilities:
The duties of the Regional Programme Manager include overall management of the ReLOaD programme, ensuring successful implementation of activities in line with project documents and annual work plans. Responsibilities encompass building and leading a high-performing team, preparing and monitoring annual activity and procurement work plans, conducting analytical reviews, and maintaining communication with programme counterparts. The manager will also provide policy advice to governments, develop strategic partnerships, and ensure gender equality is mainstreamed throughout the programme. Additionally, the role involves risk management, financial oversight, and participation in high-level consultations with stakeholders.

Required Qualifications:
Candidates must possess a Master's degree in Law, Public Administration, Social Sciences, or a related field. Alternatively, a Bachelor's degree combined with two additional years of qualifying experience will be considered. A minimum of five years of relevant working experience is required for those with a Master's degree, or seven years for those with a Bachelor's degree. Experience in programme/project management, grant management, and knowledge of local governance in Bosnia and Herzegovina is essential. Candidates should demonstrate strong analytical skills, cultural sensitivity, and the ability to foster an inclusive working environment.

Educational Background:
The educational background required for this position includes a Master's degree in relevant fields such as Law, Public Administration, or Social Sciences. A Bachelor's degree in these areas, along with additional qualifying experience, may also be accepted. This educational foundation is crucial for understanding the complexities of local governance and civil society development in the Western Balkans.

Experience:
The position requires a minimum of five years of relevant experience for candidates with a Master's degree, or seven years for those with a Bachelor's degree. Languages:
