Job Overview: The EVM Assessment Support Consultant will play a crucial role in assisting the Ministry of Public Health (MoPH) in executing the EVM Assessment and developing an Improvement Plan (IP). The consultant will ensure the proper application of Standard Operating Procedures (SOPs) for immunization supply chain management (iSCM) and adopt best practices in this area. Responsibilities include supporting training sessions, workshops, and establishing operational frameworks for ongoing EVM processes. The consultant will also identify areas for improvement and integration within iSCM systems, contributing to the overall enhancement of immunization supply chain management in Lebanon.
Duties and Responsibilities:
Support in preparing weekly and monthly summary reports detailing progress and deliverables for both MoPH and UNRWA assessments.
Assist in setting up the EVM assessment framework, aligning administrative regions, health facilities, and vaccine stores, ensuring all assessors' data is entered and usernames created.
Tailor EVMA 2.0 tools to fit Lebanon's context and complete all logistical and IT-related preparations.
Prepare EVM Country Management Team members for their roles during the assessment and improvement plan implementation.
Configure 60 to 70 tablets for the EVM application and ensure readiness for use.
Plan logistics for EVM training venues, including materials and hands-on sessions for assessors.
Resolve issues during data collection and contribute to data analysis and interpretation of findings.
Draft final reports for UNRWA and MoPH assessments.
Develop a costed EVM Improvement Plan in collaboration with MoPH and UNRWA, addressing identified gaps with practical solutions. 1
Ensure the Improvement Plan is entered online for monitoring purposes.
Required Qualifications:
A postgraduate degree (master's) in public health.
A minimum of 5 years of experience in public health, immunization supply chain management, or a related field.
At least 2 years of experience working directly with vaccine management systems, supply chain logistics, or EVM assessments, preferably in a low-middle-income country.
Strong organizational skills and the ability to work under pressure.
Proficiency in data analysis, particularly quantitative data analysis skills.
Proficient in report writing.
Educational Background: Candidates must possess a postgraduate degree (master's) in public health or a related field, which is essential for understanding the complexities of public health initiatives and immunization supply chain management.
Experience: The position requires a minimum of 5 years of relevant experience in public health, with at least 2 years specifically focused on vaccine management systems or EVM assessments. Experience in low-middle-income countries is preferred, as it provides valuable insights into the challenges faced in such contexts.
Languages: Fluency in English is mandatory for this position. Knowledge of another official UN language, such as Arabic, Chinese, French, Russian, or Spanish, or a local language is considered an asset, enhancing communication and collaboration with diverse stakeholders.
