Job Posting Organization: The UNESCO International Institute for Educational Planning (IIEP) is a specialized semi-autonomous organization established in 1963 as part of UNESCO. It focuses on supporting educational policy, planning, and management globally. IIEP works with ministries of education and other stakeholders to enhance education systems through training, technical assistance, policy research, and knowledge sharing. The organization operates with a mission to strengthen national education systems and has launched its Medium-Term Strategy for 2022-2024 to guide its initiatives.
Job Overview: The position of Senior Consultant for Education Finance is crucial for the IIEP's Education Finance cluster, which is part of the Technical cooperation team. This role involves providing technical support and training to education and finance ministries to improve financial resource management in education. The consultant will work on two main projects: the IIEP-AFD-GPE global report on aid effectiveness in the education sector and the education public expenditure review in Guinea-Conakry. The consultant will be expected to conduct research, analyze data, and collaborate with various stakeholders to produce high-quality reports and recommendations that will influence education financing practices.
Duties and Responsibilities: The consultant will be responsible for supporting the IIEP-AFD-GPE global report by finalizing the research protocol, conducting semi-structured interviews, providing feedback on case studies, drafting sections of the report, and participating in strategic monitoring and meetings with partners. Additionally, the consultant will support the education public expenditure review in Guinea by assisting in data collection and analysis, writing chapters of the review, and ensuring that the findings are well-documented and presented. The consultant is expected to deliver at least 20 interviews, provide written feedback on drafts, and finalize multiple chapters of reports within the specified timeframe.
Required Qualifications: Candidates must possess an advanced degree (Master’s minimum) in economics, political science, international development, public financial management, or related fields. They should have a minimum of 10 years of experience in international development, public financial management, or education economics, with a specific focus on education sector financing. The consultant should demonstrate a strong understanding of education sector planning and budgeting processes, knowledge of international cooperation and development financing mechanisms, and excellent policy research and analytical skills. Strong interview capabilities and drafting skills are also essential.
Educational Background: An advanced degree (Master’s minimum) in relevant fields such as economics, political science, international development, or public financial management is required for this position. This educational background is crucial for understanding the complexities of education financing and policy analysis.
Experience: The position requires a minimum of 10 years of professional experience in international development, public financial management, or education economics. Candidates should have specific expertise in education sector financing, which is critical for effectively supporting the projects outlined in the consultancy.
Languages: A strong command of both French and English, both written and spoken, is mandatory for this position. This bilingual proficiency is essential for conducting interviews, drafting reports, and engaging with stakeholders from diverse backgrounds.
