Job Overview:
The Project Administrative Assistant will play a crucial role in supporting the implementation of the project 'Strengthening Competency-Based and ICT-Enabled STEM and VET Education and Teacher-Training in Tajikistan'. This project aims to enhance the quality of education in STEM fields and vocational training through the development of teaching materials and teacher training. The incumbent will be responsible for managing financial and administrative tasks, ensuring compliance with UNESCO’s administrative rules, and maintaining project documentation. The role requires a proactive approach to problem-solving and the ability to work collaboratively with various stakeholders, including government bodies and educational institutions.

Duties and Responsibilities:
  • Administration: Contribute to the timely achievement of project outputs, perform office maintenance and administrative support functions, monitor office technology needs, ensure timely payments of utility bills, and assist in organizing meetings and events.
  • Financial Management: Assist with documentation and reporting, draft financial-administrative documentation, ensure bookkeeping and payments, monitor budgetary commitments, and prepare financial reports.
  • Procurement: Develop procurement plans, prepare bidding documents, analyze supplier offers, and provide technical advice on procurement matters.
  • Additional tasks as required by the Director of the UNESCO Regional Office or Project Coordinator.

Required Qualifications:
Candidates must have completed higher education in management, finance, administration, or a related field. They should possess professional competencies in accounting, procurement planning, and administrative procedures. Strong organizational skills, flexibility, and the ability to work in a multicultural environment are essential. Excellent interpersonal and communication skills are required, along with proficiency in Microsoft Office applications.

Educational Background:
A completed higher education degree in management, finance, administration, or a related field is required. Specialized training or certification in accounting or administrative fields is desirable.

Experience:
A minimum of 3 years of relevant work experience in program support, financial, and/or administrative services is required. Experience in the UN system or international organizations, as well as working with government and development partners, is preferred.

Languages:
Excellent knowledge of English and Tajik is mandatory. Good knowledge of Russian is considered an asset.

Additional Notes:
The position is a non-staff contract lasting from 7 to 11 months, with the possibility of extension based on funding and performance. The salary is set at a base monthly gross of USD 1,094.78, with additional contributions for medical and pension coverage. Candidates must be entitled to work in Tajikistan, and the organization encourages applications from women and under-represented groups.
