Job Overview: The National Consultant for the Universal Primary Health Visit (UPHV) Program will play a pivotal role in enhancing maternal and child health outcomes by ensuring universal access to primary health services. This position involves optimizing the UPHV Program's normative framework, developing data-driven monitoring systems, and advocating for sustainable funding. The consultant will work closely with healthcare workers to provide essential health services during pregnancy and early childhood, focusing on preventive care and early detection of health issues. The consultant's expertise will be crucial in adapting the program to the national context and ensuring its long-term sustainability and effectiveness.
Duties and Responsibilities:
Optimize the normative framework of the UPHV Program to improve service delivery and coverage.
Develop monitoring and evaluation indicators for the UPHV Program and submit them to the Ministry of Health (MOH).
Support the international consultant in conducting a comprehensive costing analysis of the UPHV Program, identifying resource requirements and funding gaps.
Coordinate and facilitate advocacy meetings to prioritize and secure funding for the UPHV Program within the State Budget.
Provide ongoing assistance and support to the Country Office on various issues related to the UPHV Program and Primary Health Care.
Develop a final report summarizing the outcomes and recommendations of the consultancy.
Required Qualifications:
An advanced university degree in health, public health, maternal and pediatric health, or other relevant fields.
A minimum of 15 years of progressively responsible experience in public health, particularly in maternal and child health programs.
Demonstrated experience in supporting the implementation of the UPHV Program.
Proven experience in capacity building and supportive supervision initiatives under the Reproductive, Maternal, Newborn, and Child Health (RMNCH) Program.
Knowledge of UNICEF’s health programs and UN policies.
Educational Background: Candidates must possess an advanced university degree in health, public health, maternal and pediatric health, or other relevant fields. This educational background is essential for understanding the complexities of health systems and the specific needs of maternal and child health.
Experience: The position requires a minimum of 15 years of progressively responsible experience in public health, with a strong emphasis on maternal and child health initiatives. Candidates should have a proven track record of implementing health programs and capacity-building initiatives, particularly in the context of the UPHV Program.
Languages: Proficiency in Russian and Uzbek is mandatory for this position. Knowledge of additional languages may be considered an asset but is not required.
Additional Notes: The consultancy assignment is set to last from March 1, 2025, to October 31, 2025, totaling 100 working days. The final rate will be determined based on the 'best value for money' principle, and candidates are required to submit a professional fee based on this duration. Payment will be made against approved deliverables and monthly work plans, with monthly payments contingent upon the submission of reports and invoices. UNICEF emphasizes a zero-tolerance policy towards misconduct and is committed to safeguarding children. Selected candidates will undergo rigorous background checks and must ensure compliance with health and visa requirements for the duration of their contract.
