Job Overview:
The Senior Programme Officer will play a crucial role in coordinating and leading the planning, implementation, monitoring, and evaluation of capital expenditures, construction projects, and asset management programs within the United Nations Secretariat. This position requires a strategic approach to managing major capital projects, ensuring best practices are followed, and providing advisory services to various Secretariat entities. The officer will be responsible for conducting lessons learned from ongoing projects and developing frameworks to enhance the Secretariat's capabilities in executing these projects effectively. The role also involves liaising with key stakeholders and ensuring compliance with established guidelines and regulations.

Duties and Responsibilities:
The Senior Programme Officer will be responsible for a wide range of duties, including but not limited to: leading the development, implementation, and evaluation of assigned programs/projects; directing subordinates in project development and assessment; ensuring gender mainstreaming in all planned actions; coordinating policy development and research initiatives; supervising the preparation of various written outputs; managing outreach activities and training workshops; leading field missions and providing guidance to external consultants; coordinating budget and funding activities; providing professional knowledge and advice to the Chief of Service; monitoring project implementation and performance; reviewing project documents for compliance; establishing collaboration with stakeholders; ensuring effective staff utilization and development; and performing other duties as assigned by the Chief of Service.

Required Qualifications:
Candidates must possess a strong background in project or program management, property management, finance, budget, or administration. They should demonstrate the ability to provide strategic advice and guidance on budget and finance matters, produce technical reports, and apply UN rules and regulations effectively. The ideal candidate will have a comprehensive understanding of facilities maintenance, renovation, construction, and property management, along with the ability to analyze and interpret data for decision-making.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, management, architecture, engineering, or a related field is required. Alternatively, a first-level university degree (Bachelor's degree or equivalent) combined with two additional years of relevant work experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of ten years of progressively responsible experience in project or program management, property management, finance, budget, administration, or a related area is required. Candidates must have experience in planning, designing, and executing construction projects, as well as in monitoring and evaluation or risk management in construction projects. Experience in data analytics or related areas is desirable, along with experience working with executive governance boards or public sector audiences.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another official United Nations language, such as French, is considered an advantage and may enhance the candidate's profile.
