Job Overview: The Project Associate (Reconstruction Monitor) will play a crucial role in the successful implementation of the reconstruction component of the project. This position requires a proactive individual who can provide overall technical assistance, ensuring that all aspects of the reconstruction process are executed satisfactorily. The associate will be responsible for monitoring and verifying the progress of third-party contractors, preparing detailed reports, and ensuring compliance with technical specifications and quality control measures. The role demands a keen eye for detail and the ability to communicate effectively with various stakeholders, including contractors and project managers. The successful candidate will be expected to document construction progress through photographs and reports, and to address any deviations from the original project scope promptly and efficiently.
Duties and Responsibilities:
Provide overall technical assistance for the satisfactory implementation of the reconstruction component of the project.
Conduct measurement checks and item checks of the reconstruction materials to ensure quality and compliance.
Monitor and verify the time schedule and overall progress of third-party contractors, submitting progress reports to the Project Manager.
Prepare weekly reports detailing contractor manpower on site, including technical and non-technical personnel, equipment, machinery, and tools.
Photograph contractor work and progress on a weekly basis for documentation and reporting purposes.
Ensure that construction is carried out according to the Bill of Quantities (BOQs), drawings, and specifications provided by IOM.
Report any deviations from the original scope of work or requests for additional work to supervisors for prior approval.
Record any changes from the original design along with justifications for the modifications.
Ensure compliance with technical specifications and maintain an effective quality control system throughout the construction process.

Measure and record field measurements, certifying contractors’ measurement certificates.

Prepare and verify bills for completed works and recommend payments to contractors.

Request explanations and accurate BOQs for any deviations or additional work deemed necessary during construction, submitting these for prior approval from the Project Manager.

Perform other duties as assigned by the Chief of Mission, demonstrating flexibility and a willingness to support the team as needed.
Required Qualifications:
University degree in Architectural or Civil Engineering with three years of relevant work experience, or a secondary school diploma with five years of relevant work experience.
Possession of one of the relevant engineering licenses issued by the Serbian Chamber of Engineers (300, 400, or 410) will be considered an asset.
Knowledge and training in local engineering concepts and field construction methodology, or an equivalent combination of education, training, and experience.
Strong written and spoken communication skills, with the ability to convey complex information clearly and effectively.
Educational Background: Candidates must possess a university degree in Architectural or Civil Engineering. Alternatively, a secondary school diploma accompanied by five years of relevant work experience is acceptable. The educational qualifications must be from accredited universities recognized in the UNESCO World Higher Education Database, ensuring that the candidate has received a quality education that meets international standards.
Experience: The position requires a minimum of five years of experience in the construction or related field, particularly in collective housing facilities. Candidates should have substantial experience in performing reconstruction works on construction sites and should have worked in an international environment, demonstrating the ability to liaise effectively with various partners at all levels of the hierarchy. Excellent communication and negotiation skills are essential for success in this role, as the associate will be interacting with contractors, project managers, and other stakeholders regularly.
Languages: Proficiency in English and Serbian is mandatory for this position. Candidates will be evaluated on their language skills during the selection process, which may include written and/or oral assessments. Knowledge of additional languages, particularly IOM’s official languages such as French and Spanish, would be considered an advantage, enhancing the candidate's ability to communicate in a diverse work environment.
Additional Notes: This position is classified as General Service Staff and is an OYFT G5 appointment for a duration of 12 months, with the possibility of extension based on performance and funding availability. The estimated start date for this role is 01 March 202
Candidates must hold a valid residence and work permit for Serbia to be eligible for consideration. The appointment will be subject to medical fitness certification and verification of residency, visa, and other necessary authorizations.
